Povzetek
Izgradnja kakovostnejših prometnih povezav je Sloveniji prinesla številne pozitivne učinke. Širitev cestne infrastrukture pozitivno vpliva na gospodarsko rast, saj omogoča nemoten pretok blaga in storitev, kar povezuje proizvajalce s potrošniki ter podjetja s trgi. Prometna infrastruktura igra ključno vlogo pri reševanju gospodarskih, demografskih in okoljskih izzivov, saj zagotavlja mobilnost, povezljivost, ustvarjanje delovnih mest in varstvo okolja. Poleg gospodarskih koristi cestna infrastruktura spodbuja tudi socialno kohezijo in vključenost, saj povezuje oddaljena in manj razvita območja z urbanimi središči, kar omogoča boljši dostop do izobraževanja, zdravstvene oskrbe in drugih osnovnih storitev. Dobro načrtovana prometna omrežja prispevajo k trajnostnemu razvoju in zmanjševanju negativnih vplivov na okolje, saj zmanjšujejo emisije toplogrednih plinov in prometne zastoje. Vendar pa so te izboljšave omogočile tudi večjo učinkovitost kriminalnih dejavnosti, saj so organizirane kriminalne združbe izkoristile lažji dostop do oddaljenih krajev. S tem so nekatera naselja, ki so bila prej povezana zgolj z lokalnimi cestami, začela občutiti povečan promet in kriminalne aktivnosti. To ustvarja kompleksne izzive za policijo in varnostne organe, ki morajo nenehno prilagajati svoje strategije za boj proti kriminaliteti. Cestni promet je tako postal ključno orodje za izvrševanje številnih kaznivih dejanj, kot so trgovina z ljudmi, tatvine, promet s prepovedanimi drogami ter z orožjem in eksplozivom. Za učinkovito preprečevanje teh dejavnosti so potrebne celovite analize in razumevanje vpliva cestnega prometa na kriminaliteto. V Republiki Sloveniji se je od leta 1969 do 2009 cestna infrastruktura intenzivno razvijala. Celotno obdobje je zaznamovala izgradnja skupno 680 kilometrov avtocest in hitrih cest ter 50 kilometrov drugih cest. V diplomski nalogi smo prikazali stanje kriminalitete v različnih obdobjih gradnje omenjenih cest.

The construction of higher quality roads has brought many positive effects to Slovenia. The expansion of road infrastructure has a positive effect on economic growth, as it enables the smooth flow of goods and services, which connects production with consumers and companies with markets. Transport infrastructure plays a key role in solving economic, demographic and environmental challenges, as it ensures mobility, connectivity, job creation and environmental protection. In addition to economic benefits, road infrastructure also promotes social cohesion and inclusion by connecting remote and less developed areas with urban centers, providing better access to education, health care and other basic services. Well-planned transport networks contribute to sustainable development and the reduction of negative impacts on the environment, as they reduce greenhouse gas emissions and traffic congestion. However, these improvements also made criminal activities more efficient, as organized crime groups took advantage of easier access to remote locations. As a result, some areas that were previously connected only by local roads began to experience increased traffic and criminal activities. This creates complex challenges for police and security agencies, who must constantly adapt their policing strategies. Road traffic has thus become a key tool in committing criminal offences, such as human trafficking, theft, trafficking in illegal drugs, weapons and explosives. Effective prevention of these activities requires comprehensive analyzes and understanding of the impact of road traffic on crime. In the Republic of Slovenia, the road infrastructure developed intensively from 1969 to 2009. The entire period was marked by the construction of a total of 680 kilometers of highways and 50 kilometers of other roads. In our thesis, we show the state of crime in different periods of construction of these roads. |
