Povzetek
Evropska komisija je za poenotenje razpršenih pristopov pripravila enoten okvir za vrednotenje trajnostne gradnje, poimenovan Level(s). Posamezni kazalniki se že postopoma umeščajo v nacionalne gradbene zakonodaje. Magistrsko delo se osredotoča na možnost uporabe kazalnikov trajnosti evropskega okvira Level(s) na primeru novozgrajene enodružinske hiše v Sloveniji. Pri tem je poudarek na implementaciji Level(s) na ravni 3, ki obsega elemente, kot sta učinkovitost zgrajene stavbe in stavbe v času uporabe, kar vključuje spremljanje in raziskovanje dejavnosti na gradbišču ter v dokončani stavbi in njenih prvih stanovalcev ali uporabnikov. V nalogi so predstavljene trenutne ovire in priložnosti uporabe okvira Level(s) ravni 3. Ugotovili smo, da na podlagi projekta za izvedbo (PZI) obravnavane stavbe ne moremo preveriti vseh kriterijev trajnosti stavbe. Vsebina PZI naslavlja dva vidika trajnostnega razvoja – okoljskega in družbenega, vendar ne na način, kot to predvideva Level(s). Ekonomski vidik je v PZI slabše obravnavan. Analiza je pokazala, da so trije kazalniki omenjeni v dokumentaciji PZI (18,75 %), vsebina treh kazalnikov (18,75 %) pa ni zajeta. Večina kazalnikov je v projektu PZI obravnavana delno, kar predstavlja 62,50 %. Ugotovili smo, da bi bila pri implementaciji ravni 3 pri večini kazalnikov potrebna vključitev dodatnih strokovnjakov. Uporabnik bi lahko sam izvedel tri kazalnike, pri dveh pa bi izvedba kazalnikov povzročila tudi spremembo pri spremljanju in nadzoru projekta. Pri štirih kazalnikih bi bila potrebna vgradnja merilne opreme ali namestitev programov za spremljanje izračun kazalnikov. Glede na ugotovitev, da je pri štirih kazalnikih za implementacijo dodatnih korakov ravni 3 predpogoj implementacija ravni 2, pri teh kazalnikih priporočamo izvedbo tudi na ravni 2. Zaradi dodatnega finančnega vložka za izvedbo vrednotenja trajnostne gradnje po okviru Level(s) ugotavljamo, da je izvedba primernejša za javne investicije in tržne projekte kot individualno oziroma stanovanjsko gradnjo.

ǂThe ǂuse of the Level(s) sustainability indicators on the example of a singlefamily house |

In order to unify the scattered approaches, the European Commission has prepared a unified framework for evaluating sustainable construction called Level(s). Individual indicators are gradually being incorporated into national construction legislation. The master's thesis focuses on the possibility of using sustainability indicators of the European framework Level(s) in the example of a newly built single-family house in Slovenia. The assessment focused on the implementation of Level(s) at Level 3, which includes elements such as the performance of the constructed building and the building during its use, which includes monitoring and researching activities on the construction site and in the completed building and its first occupants or users. The thesis presents the current barriers and opportunities for using the Level(s) 3 framework. We found that based on the considered building's detailed design project documentation (PZI), we cannot check all the criteria of the building's sustainability. The content of PZI addresses two aspects of sustainable development - environmental and social, but not in the way that Level(s) envisages. The economic aspect is treated less well in PZI. The analysis showed that three indicators are mentioned in the PZI (18.75 %), but the content of three indicators (18.75 %) is not covered. Most indicators are partially addressed in the PZI documentation, representing 62.50 %. We found that implementing level 3 would require the involvement of more experts for most indicators. The user could implement three indicators himself, and in two cases, the implementation of the indicators would also cause a change in the monitoring and control of the project. In the case of four indicators, it would be necessary to install measuring equipment or programs to monitor the calculation of the indicators. Considering the conclusion that for the four indicators for the implementation of additional steps of level 3, the implementation of level 2 is a prerequisite, we recommend implementation also at level 2. Due to the additional financial input for the evaluation of sustainable construction according to the Level(s), we conclude that the implementation is more suitable for public investments and market projects than individual or residential construction. |
