Povzetek

Prometna dostopnost je ključna komponenta delovanja sodobne družbe. Vpliva na funkcioniranje širšega spektra razvojnih možnosti nekega območja. Ključna značilnost prometa je mobilnost, le-ta se nanaša na pretok ljudi, blaga in informacij. Z razvojem gospodarstva se je potreba po prometu povečala, saj le-ta vpliva na proizvodnjo dobrin in storitev ter zvišuje dodano vrednost. Prometni položaj Zgornje Savinjske doline je neugoden, kar kaže nerazvitost železniškega omrežja in slab dostop do avtocest in letališč. Prometna dostopnost Zgornje Savinjske doline je slaba. V dolino je mogoče dostopati iz več strani, tudi število dostopov je precejšnje, vendar je dostopnost do občin Zgornje Savinjske doline precej neprimerna. Cestna infrastruktura obravnavanih dostopov je v zelo slabem stanju, cestišča so poškodovana. Ceste so ozke in slabo pretočne. Z občinskimi odloki se načrtuje rekonstrukcija obstoječe prometne mreže in infrastrukture. Moderna in kakovostna infrastruktura bo okrepila gospodarske dejavnosti v dolini. Zgornja Savinjska dolina se mora z ostalimi regijami, tudi s sosednjo Avstrijo, povezati s kakovostno prometno mrežo, saj obstaja možnost prometne osamitve. Del te mreže je izgradnja tretje razvojne osi v Republiki Sloveniji. Tretja razvojna os bo z vzpostavitvijo cestne povezave pomembno vplivala na povezovanje regionalnih središč Koroške, Savinjske, Zasavja, Spodnjega Posavja in Jugovzhodne Slovenije s pomembnimi središči v Avstriji in na Hrvaškem.

Sekundarni povzetek:	Traffic accessibility is a key component of the activity of the modern society. It influences the functioning of a wider spectrum of the development potential of a certain area. Mobility is a key characteristic of traffic, and refers to the movement of persons, goods and information. Traffic influences production of goods and services and what is more, it increases the added value. Therefore, due to the development of the economy, a need for traffic increased. The valley Zgornja Savinjska dolina has an adverse traffic position. That is evident from underdeveloped railway network and poor access to motorways and airports. The traffic accessibility of the valley Zgornja Savinjska dolina is poor. There are several accesses from different parts of the country to the valley. However, the accessibility to the municipalities of the valley Zgornja Savinjska dolina is inappropriate. The road infrastructure of the accesses discussed is in a considerably poor condition. The roads are damaged; they are narrow and have a low flow capacity. The reconstruction of the existing road network and infrastructure is planned in municipal ordinances. Modern quality infrastructure will boost the economy in the valley. There is a chance of traffic isolation for the valley Zgornja Savinjska dolina. Therefore, the valley has to be connected to other regions, including Austria, with a quality road network. A part of the network is also a construction of the third development axis. The construction of a road network as a part of the third development axis will importantly influence a connection among regional centres of the Koroška region, the valley Savinjska dolina, the Zasavje region, the southern part of the Sava valley, south-eastern part of Slovenia, and important centres in Austria and in Croatia.
