Sekundarni povzetek:	In my graduate degree I represent the problem of costs optimization and land saving in constructing municipal infrastructure. My thesis is based on theoretical knowledge and practical experience which I gained in Germany. It is divided into three parts. In the first part, I expose the judicial background based on laws and legal acts which deal with the construction of municipal infrastructure. I present both, the judicial background in Germany as well as the one in the Republic of Slovenia. The major difference between the countries lies in dealing with the diversified types of municipal infrastructure and also in the refund time of the municipal construction. In the second part, I deal with the German standards and experiences on the field of optimization in constructing municipal infrastructure. Despite infrastructure costs, the saving of the area expanse of building sites is also included in the optimization. In order to illustrate the effect of the optimization, I compared six different Central European hamlets on the grounds of detailed region plan. In addition, I represent the comparison of these hamlets in tables and diagrams, which offer more picturesque perception. Both ways of representation show the savings of a particular building according to various methods of constructing residential premises. In the final practical part, I took a closer look into the already carried region plan Škrjančevo – Zahod. The municipal infrastructure on the region under discussion has already been constructed. Apart from the analysis I also deal with the optimization of the municipal infrastructure, in which I present and estimate the savings which may be achieved by introducing certain changes. What needs to be kept in mind is that the introduction of changes does not indicate the decrease of the real standard nor the possible fall in the value of real estate. The original plan of buildings in a hamlet with ground plans belonging to them is also preserved. The type of construction is a detached house. At the end of my graduate degree, I present the possible saving which totals 15 % of the total expenses in constructing municipal infrastructure. This includes the plan, repurchase of the building areas and the construction of the entire municipal infrastructure.
