Sekundarni povzetek:	The present work studies the feasibility of the construction of a new railway line between Ljubljana and Vrhnika from technical and economic point of view. In the first part summarizes the baseline transport policy in the field of rail passenger transport and the statistical analysis of demographic and traffic data to note the necessity of construction of new line. The second part presents designed routes, designed by SŢ – Projektivno podjetje d. d., and selects the most appropriate. In the third part analyzes the economic viability of building the selected line. Through cost-benefit analysis it makes economic evaluation of the reasonableness of realising the project. Financial analysis that takes into account the value of the investment and the projected number of passengers shows that the construction of the line is not economically justified. Economic analysis which in addition to the data for financial analysis takes into account the value of external costs on the other hand finds out that the construction of the line is socially useful and meaningful.

Povzetek (ePrints):	Diplomsko delo iz tehničnega in ekonomskega vidika obravnava izvedljivost in smiselnost gradnje nove ţelezniške proge za potniški promet med Ljubljano in Vrhniko. V prvem delu povzema izhodišča prometne politike na področju ţelezniškega potniškega prometa in s statistično analizo demografskih in prometnih podatkov ugotavlja potrebnost gradnje nove proge. V drugem delu predstavi variante poteka projektirane proge, ki jih je zasnovalo SŢ – Projektivno podjetje d. d. ter izbere najustreznejšo. V tretjem delu analizira ekonomsko upravičenost gradnje izbrane variante proge. S pomočjo analize stroškov in koristi izvede finančno in ekonomsko vrednotenje smiselnosti izvedbe projekta. Finančna analiza, ki upošteva vrednost investicije in predvideno število potnikov na obravnavani progi, pokaţe, da gradnja proge ni ekonomsko upravičena. Ekonomska analiza, ki poleg podatkov za finančno analizo upošteva še vrednosti eksternih stroškov, pa pokaţe, da je gradnja proge druţbeno koristna in smiselna.
