Sekundarni povzetek: The aim of the thesis is to review the legislation pertaining to education of children with special needs in the Republic of Slovenia. The Elementary School Act and the Placement of Children with Special Needs Act define the groups of special needs in Slovenia; moreover, the two acts prescribe the procedures of placing and acquiring an individualised programme. Through an individualised programme, the pupil is eligible for adjustments allowing equal integration into the educational process. Furthermore, the thesis describes the possibilities of using information and communication technologies (ICT) in education. It also presents some key documents revealing the visions for the development of information society in Slovenia. The ways of using ICT in special education, defined by Means already in 1994, even today play an important role as a foundation for introducing ICT in this area. The notion of accessibility is used to explain how a person with special needs regards ICT-based sources of information. The thesis also provides insight into the perspective of a person designing electronic content. The opinions of people with special needs about accessing electronic content are illustrated through short stories. Specific learning difficulties lie on a continuum; the Instructions for Adjusted Elementary School Program with Additional Professional Help define four main groups. Three of them are outlined in the thesis, with particular attention devoted to reading deficiency, spelling and writing. In addition, the thesis touches on specific tools available to school teachers and special education teachers. It also provides some examples of systematic usage of ICT abroad and in Slovenia. The conclusion points unanswered questions and topics for further research.

Povzetek (ePrints): Prvi cilj diplomskega dela je pregled zakonodaje za področje šolanja učencev/učenk s posebnimi potrebami v Republiki Sloveniji. Z Zakonom o osnovni šoli in Zakonom o usmerjanju otrok s posebnimi potrebami imamo v Sloveniji definirane skupine posebnih potreb, predpisan je tudi postopek usmerjanja in pridobitve individualiziranega programa. Z individualiziranim programom je učenec/učenka upravičen do prilagoditev, ki mu omogočajo enakovredno vključevanje v proces učenja. V nadaljevanju je opis možnosti uporabe informacijsko-komunikacijske tehnologije v izobraževanju. Predstavljeni so nekateri ključni dokumenti, v katerih so zapisane vizije za razvoj informacijske družbe v naši državi. Pomembno vlogo imajo načini uporabe informacijsko-komunikacijske tehnologije v specialni pedagogiki, ki jih je definirala avtorica Means že leta 1994 in so še danes osnova za vpeljevanje informacijsko-komunikacijske tehnologije na tem področju. S pojmom dostopnosti (angl. accessibility) je razložen pogled na z IKT podprte vire e-informacij z vidika osebe s posebnimi potrebami. Predstavljen je tudi vidik oblikovalca e-vsebin. Pogledi oseb s posebnimi potrebami na dostop e-vsebin so ilustrirani s kratkimi zgodbami. Specifične učne težave se razprostirajo na kontinuumu, glede na Navodila za prilagojeno izvajanje programa osnovne šole z dodatno strokovno pomočjo pa ločimo štiri glavne skupine. Tri skupine so orisane, poudarek v nalogi je na primanjkljajih branja, pravopisa in pisanja. Navedena so konkretna orodja, ki jih učitelj/učiteljica oz. specialni pedagog lahko uporabi. Prikazani so primeri sistematične uporabe informacijsko-komunikacijske tehnologije v tujini in v Sloveniji. V zaključkih so predstavljena odprta vprašanja in teme za nadaljnje raziskovanje.
