Povzetek
Diplomska naloga govori o zagotavljanju varnosti in mobilnosti v zimskih razmerah. Na podlagi določenih zakonov o cestah, policiji in zimskih službah, je prikazano kako vsi skupaj delajo in sodelujejo, da bi bila zagotovljena varnost v cestnem prometu.
Teoretično je prikazan cestni promet pozimi ter zimske razmere. Predstavljeni so tudi najbolj pogosti zimski vremenski pojavi: sneg, led, veter... Zaradi zelo pomembne mobilnosti, ki poteka skozi Slovenijo je predstavljeno kako je le- ta zagotovljena, kadar pride do zimskih razmer. Prometne nesreče so del cestnega prometa ter so v Sloveniji zelo pogoste v cestnem prometu, na podlagi tega so prikazani dejavniki prometnih nesreč prav tako tudi posledice. Prikazana in predstavljena je tudi statistika prometnih nesreč v zadnjih štirih letih.
Ker pa govorimo o zagotavljanju varnosti in je za to v veliki meri odgovorna policija, so v drugem delu diplomske naloge predstavljene naloge policije. Na podlagi sprejetih zakonih v Republiki Sloveniji je predstavljen nadzor policije ter kako zagotavljajo varnost in mobilnost v zimskih razmerah. Da pa bi to vse potekalo tako kot mora, je sodelovanje med policijo ter drugimi zimskim organizacijami ključnega pomena. Najbolj pomembna je medsebojna komunikacija saj če pride do problema pri pretoku informacij se varnost cestnega prometa zmanjša. Na podlagi že predstavljenih nalog je zajeto bistvo kako poteka komunikacija in kje se po navadi zalomi. Ob raziskavi tega problema in z upoštevanjem zakonov so podani predlogi za morebitno boljše sodelovanje med organizacijami ter policijo, kateri bi pripomogli k boljši varnosti v cestnem prometu ter omogočili boljšo mobilnost v zimskih razmerah.

The diploma thesis is about ensuring safety and mobility in winter conditions. On the basis of specific laws on the roads, police and winter services, it is shown how all work together and cooperate in order to ensure road traffic safety.
Theoretically is shown road traffic in winter, and winter conditions. What is also presented are the most common winter meteorological phenomena: snow, ice, wind ... Due to the very important mobility passing through Slovenia is presented how it is guaranteed when it comes to winter conditions. Traffic accidents are part of the road traffic and are very common in the road traffic in Slovenia; on this basis, the factors of traffic accidents as well as the consequences are presented. Displayed and presented is also traffic accidents statistics over the last four years.
Since we are talking about ensuring safety and this is largely the responsibility of the police, the second part of the diploma thesis presents the tasks of the police. Pursuant to the laws of the Republic of Slovenia is presented control of the police and how they ensure the safety and mobility in winter conditions. However, that all goes as it should, the cooperation between the police and other winter organizations is essential. The most important is interpersonal communication, because if there is a problem in the flow of information, the road traffic safety is reduced. Based on the already presented tasks is covered the essence of how communication takes place and where it usually goes wrong. At study of this problem and taking into account the laws, suggestions for possible better cooperation between the organizations and the police are given, which would serve to strengthen road traffic safety and enable greater mobility in winter conditions. |
