Povzetek

Nemalo strokovnjakov in laično javnost popade apatično razpoloženje, ko je govora o uspešnosti slovenskega gospodarstva in podjetij. Vzrokov te apatičnosti ni mogoče iskati le v svetovni finančni krizi, ki je poleg Amerike, t. i. velesile, prizadela skoraj vse evropske države, izvzeta ni (bila) niti Slovenija. Torišče današnjega pesimističnega stanja ima izvor tudi v Sloveniji, torej v domačem gospodarstvu, v naših podjetjih, politiki ipd. Še pred nekaj meseci smo bili oz. smo ponovno priča državni negotovosti in vsakodnevnim napovedim uresničitve različnih scenarijev, kot so padec Vlade Republike Slovenije, bančni stresni testi in zlorabe iz dokapitalizacij bank, krčenje plač in omejevanje pravic delavcem, formiranje slabe banke, odpuščanje delavcev zaradi prodaje gospodarskih družb v državni lasti, dvig brezposelnosti itd. Ob vsem tem si nemalo ljudi postavlja vprašanje, ali slovenska skupnost ne premore dovolj strokovno usposobljenih posameznikov, ki bi uspešno in učinkovito vodili državo in gospodarske družbe v državni lasti. Mnogi se sprašujemo, kje je oz. ali je bila etika, pri čemer imamo v mislih etiko v najsplošnejšem pomenu, torej tisto, ki posameznika in družbo usmerja v sožitje, tj. v skupno dobro, v blaginjo skupnosti. Dejstvo je, da morajo odgovornost za takšno klimo skupnosti oz. stanje v določeni meri prevzeti tudi gospodarske družbe oz. tisti, ki imajo odločilen vpliv, tj. management, skupaj z lastniki oz. člani nadzornih svetov, ki skupaj sprejemajo odločitve o zaposljivosti ljudi, njihovih pravicah in učinkovitem razvoju same gospodarske družbe. Gospodarska družba ima znaten vpliv na državo, na bruto družben proizvod s svojo proizvodnjo, z davki, s prispevki in z zaposljivostjo državljanov ter na sam razvoj, na katerega vpliva zlasti z inovativnostjo, infrastrukturo ipd. Strokovnemu ravnanju vodstev v slovenskih gospodarskih družbah, predvsem v dejavnostih bančništva, financ oz. energetike, torej prav v gospodarskih družbah v državni lasti, oporekajo številni strokovnjaki. Nekdanji guverner banke Slovenije je v ta namen javno izpostavil, da so zasebne gospodarske družbe v primerjavi z javnimi bolj etične oz. imajo višje etične standarde. Tudi predsednik Gospodarske zbornice Slovenije priznava, da je v Sloveniji etično delovanje vodilnih v gospodarskih družbah na nekoliko nižji ravni, ob tem pa prevzema tudi soodgovornost za takšno stanje, saj priznava, da Gospodarska zbornica Slovenije ni pravočasno prepoznala »negativnega« ravnanja vodilnih managerjev (Hribar Milič v Čeh 2013). Ne glede na »de iure de facto status«, tj. položaj oz. funkcijo, ki jo imajo člani organov, tj. managerji in člani nadzornih svetov v družbi, se morajo ti prvenstveno zavedati, da njihovo delovanje ni izključno v korist lastnika, temveč v korist vseh udeležencev, ki stopajo v stik z gospodarsko družbo. Ne le poslovni svet, temveč celotno človeštvo bi se moralo poenotiti ob vprašanju univerzalnega etosa, ki naj bi zagotovil osnovne etične standarde, saj je to edini način prebroditve krize sodobne civilizacije. Etičnost je tista razsežnost človekove zavesti, po kateri človek postaja humano bitje, torej je etično ravnanje tisto, ki skupnost kot humano šele vzpostavlja. Nosilec etične zavesti je oseba, torej posameznik, in prav od njegove moralne drže je odvisna humanost življenja. Etično zavest posameznik oblikuje v odnosu z drugim in v tem sodelovanju izraža moralno ravnanje, saj je človek soodnosno bitje (Kovačič Peršin 2012).

Sekundarni povzetek: Not a few experts and »secular« public clashes apathetic mood when it comes to the success of the Slovenian economy and enterprises. The reasons for this apathy can not be found only in the global financial crisis, which has apart from America, the so-called super power, affected almost all European countries, and even Slovenia is (was) not exempt from it. Focus of today's pessimistic situation has its origin also in Slovenia, i.e. in its national economy, in our enterprises, politics, etc. Just a few months ago we witnessed and we again witness the state’s uncertainty and daily forecasts of the realisation of different scenarios: the fall of the Government of the Republic of Slovenia, bank stress tests and the abuse of bank recapitalisations, shrinking of wages and limiting the rights of workers, the formation of the bad bank, layoffs due to the sale of state-owned companies, the rise in unemployment, etc. Considering all this, there are not a few people who try to establish whether the Slovenian community does not have enough qualified individuals to efficiently and effectively run the country and the state-owned enterprises. Many among us ask the question where ethics is, and whether it is (was) ethics. Here we have in mind ethics in its most general sense, one that directs the individual and society in harmony: the common good, the well-being of the community. The fact is that the responsibility for (such) climate of the community or the state must to some extent also be assumed by companies or those who have a decisive influence: management together with the owners or supervisory board members who (together) make decisions about the employability of people, their rights and the effective evolution of the company itself. The company has a significant impact on the state, per capita gross domestic product with its production through taxes and contributions and the employability of its citizens, and on the development itself mainly through innovation, infrastructure, etc. Professional conduct of managements in Slovenian companies, mainly in the activities of banking, finances or energy, therefore especially in state-owned companies, is challenged by many experts. Former Governor of the Bank of Slovenia for this purpose publicly pointed out that private companies compared with public ones have higher ethical standards. Even the President of the Slovenian Chamber of Commerce recognises that ethical functioning of the leaders in corporations in Slovenia is at a slightly lower level. At the same time he also assumes the co-responsibility for this situation as he recognises that the Chamber of Commerce failed to recognise in due time »negative« behaviour of top managers (Hribar Milič & Čeh 2013). Irrespective of »de jure de facto status«, i.e. the position or function of members of bodies in the society: managers and supervisory board members are those who must be primarily aware that their work is not for the exclusive benefit of the owner but for the benefit of all participants entering into contact with the company. Not only the business world, but humanity as a whole should agree on the issue of universal ethos, which should provide basic ethical standards, as this is the only way to cope with the crisis of modern civilisation. Ethics is one dimension of human consciousness, by which a human becomes a human being. Therefore ethical behaviour is what makes the community humane. The holder of ethical awareness is a person, therefore an individual, and the humanity of life depends right of his moral stance. Ethical awareness of an individual is formed in relation to others and he expresses moral conduct in this interaction as a man is a correlative being (Kovačič Peršin 2012).
