Povzetek

V magistrskem delu smo raziskovali, kaj pravzaprav se dogaja z menedžmentom evropskih projektov na področju kulturne dediščine ter pristojnih institucij oziroma organizacij. Ali organizacije s področja kulturne dediščine sploh sodelujejo pri prijavah za EU-sredstva, na katere težave oziroma ovire pri tem naletijo in kako pri črpanju sredstev sodelujejo z drugimi organizacijami. Raziskavo smo za namene magistrskega dela izvedli na začetku leta 2016 na podlagi spletne ankete, v kateri je sodelovalo skoraj 61 % respondentov. Glavne ugotovitve raziskave so bile, da večina, kar 68,9 %, vprašanih organizacij s področja kulturne dediščine pri črpanju EU-sredstev sodeluje. Kot najpomembnejše ovire pri črpanju sredstev se kažejo finančne, organizacijske in administrativne ovire. Težave s povezovanjem in sodelovanjem z drugimi organizacijami so se v primerjavi s predhodno naštetimi pokazale kot manj pomembne, ocenili so jih kot srednje pomembne. Skoraj vse anketirane organizacije (93 %) sodelujejo pri prijavah za EU- sredstva z drugimi organizacijami. Sodelovanje oziroma povezovanje z drugimi institucijami pri prijavi na projekte za pridobivanje EU-sredstev kar 72,4 % organizacij ocenjuje kot prednost, le 13,7 % ga ocenjuje kot slabost, 13,8 % sodelovanja in povezovanja ne ocenjuje niti kot slabost niti kot prednost. Z raziskavo smo ugotovili tudi, da kar 80 % vprašanih organizacij nima organizirane nikakršne »službe oziroma oddelka« za projektni menedžment EU-projektov, le 20 % jih ima, a poleg tega opravljajo še druge naloge v organizaciji, kot so splošno administrativne, računovodske itd. Kljub tej ugotovitvi smo z raziskavo ugotovili, da število prijavljenih projektov v organizacijah s področja kulturne dediščine za EU sredstva iz leta v leto raste in ne raste samo število prijav, ampak tudi število pridobljenih projektov.

Sekundarni povzetek: In this master’s thesis, we have researched what is actually happening with the management of the European projects in the field of cultural heritage and competent institutions and organisations respectively. Do the organisations from the field of cultural heritage even participate in applications for the EU funds, what troubles or obstacles do they face in this process and how do they cooperate with other organisations in the absorption of the EU funds. The research for the purposes of this master’s thesis has been carried out in the beginning of this year on the basis of a web survey in which participated almost 61% respondents. The main findings of the research were that a majority, a vast 68, 9%, of the respondent organisations from the field of cultural heritage participate in the absorption of the EU funds. As the most important obstacles in the absorption of the EU funds are shown to be of financial, organisational and administrative nature. The troubles with connecting and cooperating with other organisations are shown to be less important in comparison to the previously stated, they were estimated as of medium importance. Almost all of the respondent organisations (93%) cooperate with other organisations in the EU funds applications. Cooperation and interconnecting with other institutions in the applications for projects for obtaining EU funds is viewed as an advantage by 72,4% of the organisations, only 13,7% share the opinion that interconnecting is a disadvantage, and 13,8% think that cooperation and interconnecting is neither an advantage nor a disadvantage. The research has also shown that a vast 80% of the respondent organisations don’t have a designated EU project management »service or unit«, only 20% of the organisations do have them, but these in addition carry out other tasks in the organisation, such as general administrative tasks, accounting etc. Despite this finding we have concluded with the research, that the number of the submitted projects in the organisations from the field of cultural heritage for EU funds is growing from one year to another, moreover, it is not only the number of the applications that is growing but also the number of the obtained projects.
