Povzetek
Kakovost tudi v socialno-varstvenih zavodih vedno bolj pridobiva veljavo. Vedno večja pričakovanja uporabnikov od vodstev terjajo, da uporabljajo sodobne prijeme vodenja in upravljanja; eden od njih je zagotovo vodenje sistema kakovosti.
V magistrskem delu smo se osredotočili na vlogo vodje kakovosti v modelu E-Qalin®. Vodja kakovosti je oseba, ki je ključna za njegovo delovanje. V modelu E-Qalin®, ki je bil razvit za uporabo v socialno-varstvenih zavodih, funkcija vodje kakovosti ni bila formalno zastavljena. To nam je postavilo izziv za pripravo magistrskega dela. Cilj je bil ugotoviti, kako poteka izvajanje modela v praksi, kako vodje kakovosti vidijo svojo vlogo, katere veščine in znanja po njihov mnenju pri delu potrebujejo in kateri so pomembni faktorji, da svoje delo lahko opravijo učinkovito.
Raziskavo smo opravili med 50 zavodi, ki se ukvarjajo z modelom E-Qalin®, oziroma so za izvajanje modela opravili osnovno izobraževanje. Odzvalo se je 29 vodij kakovosti. Zaradi majhnega vzorca sodelujočih smo ugotovitve podkrepili z intervjuji z osebami, ki se z vodenjem sistemov kakovosti srečujejo v različnih organizacijah in skozi različne vloge.
Če na kratko povzamemo dobljene rezultate, se ugotavlja, da so vodje kakovosti ključne osebe za izvajanje kakovosti. Anketiranci so se najbolj strinjali, da vodstvo podpira sodelovanje, vključevanje in predloge zaposlenih za izboljšave ter da je model E-Qalin® primerno orodje za vodenje sistema kakovosti. Vodenje terja znanje in veščine različnih področij, predvsem pa mora biti vodja dober timski delavec in zanesljiv pri opravljanju svojih nalog. Vodenje sistema kakovosti po modelu E-Qalin® anketirancem predstavlja izziv.
V raziskavi smo potrdili, da je vloga vodje pozitivno povezana z znanji vodje kakovosti E-Qalin® ter s kakovostjo izvajanja modela E-Qalin®. Nismo pa potrdili hipotez, da je vloga vodje pozitivno povezana s kompetencami vodje kakovosti E-Qalin® ter z obremenitvami vodje kakovosti E-Qalin®
Da lahko vodja kakovosti delo uspešno opravi, mora dobro poznati lastno organizacijo in procese, ki se izvajajo v njej. Pomembna so znanja s področja vodenja in organiziranja dela. Svoje delo bo lahko opravljal bolje, če bo imel popolno podporo vodstva in ga bo vodstvo razbremenilo drugih nalog. Vodenje sistema kakovosti ni mogoče brez popolne vključenosti najvišjega managementa.

THE ROLE OF QUALITY MANAGER WITHIN THE E-QALIN MODEL |

Even in social welfare institutions, quality is becoming one of the top priorities. Ever higher expectations of users require the management to use modern leadership and management approaches, one of which is quality management system.
The Master's Thesis focuses on the role of a quality manager within the E-Qalin® model. Quality manager is a person who is crucial for the functioning of the model. Position of a quality manager was not officially determined within the E-Qalin® model which was developed to be used in social welfare institutions. This was a challenge based on which we prepared this thesis. The objective was to discover how is the model being implemented in practice, how do quality managers see their role, which skills and knowledge they think they need for their work, and which factors are important for efficient performing of their job.
The research was conducted in 50 institutions using the E-Qalin® model and where basic training was put through for a successful implementation of the model. 29 quality managers responded. Due to a small participant pattern, findings were supported with interviews with people who encounter quality management system in various organizations and through different roles.
To sum up the results, it was established that quality managers are crucial persons for the implementation of quality. The interviewees agreed that their management supports cooperation, inclusion, and employees' suggestions for improvements, and that the E-Qalin® model is a relevant quality management tool. Management requires knowledge and skills from various areas, and most of all, the manager has to be a good team worker as well as reliable in performing his or her job. Quality management in line with the E-Qalin® model presents a special challenge to the interviewees.
The research results confirmed that the manager's role has a positive correlation with the knowledge of the E-Qalin® quality manager and implementation quality of the E-Qalin® model. However, we were not able to confirm hypothesis that the manager's role is positively correlated with the competencies and burdens of the E-Qalin® quality manager.
In order for the quality manager to successfully perform his or her job they have to know their own organization and internal processes very well. Important is knowledge of leadership and work organization. They will be able to perform their job better if they have full support from the management, and if the management can relieve them from other tasks. Quality management is not possible without a comprehensive inclusion of the highest management. |
