Povzetek
EU sredstva in njihovo črpanje je pod drobnogledom javnosti in pristojnih institucij, saj gre za pomemben vir sredstev namenjenih za razvoj države. Pot do njih ni lahka, prav tako pa je zaradi obširne birokracije pogosto zapleten tudi postopek poročanja o izvedbi projektov in črpanja sredstev. Zato je ta del procesa podprt z različnimi informacijskimi sistemi, ki naj bi vsem vpletenim olajšali delo in obenem poskrbeli, da je zadoščeno vsem zahtevam EU. V praksi se pogosto izkaže, da uporaba informacijskih sistemov ne pomeni samodejne poenostavitve procesov in lažjega dela na izvajanju projektov.
V nalogi smo se osredotočili na informacijski sistem ISARR, ki je referenčni informacijski sistem za spremljanje in poročanje o izvajanju OP za obdobje 2007–2013, ki se v praksi zaključuje šele v letu 2016. V okviru študije primera smo opravili delno strukturirane intervjuje z uporabniki sistema, osredotočili smo se na upravičence oz. prejemnike sredstev. Na osnovi DeLone in McLeanovega modela uspešnosti IS smo identificirali ključne ugotovitve iz intervjujev. Nato smo pridobljene podatke kvalitativno analizirali in jih primerjali med posameznimi primeri. Rezultat naloge so priporočila kako izboljšati informacijski sistem ISARR in druge podobne sisteme, predvsem z vidika upravičencev do EU sredstev.

Critical analysis of information systems for monitoring of European cohesion policy implementation in Slovenia |

General public and competent institutions are closely monitoring the EU funds and their absorption in Slovenia as this is an important source of money for development of the country. It is not easy to obtain money from the EU funds and on the other hand the extensive bureaucracy often makes the reporting about the project implementation and drawing of the funds difficult. Therefore this part of the process is supported with various information systems, which are supposed to make work easier for all involved parties and at the same time make sure all the requirements of the EU are followed. In practice it is often the case that the use of information systems does not automatically result in simplified processes and easier work for those implementing the projects.
In the thesis we focused on the ISARR information system. ISARR is a reference information system for monitoring and reporting on the implementation of the OP for 2007-2013 period which will actually end in 2016. We did a case study with partially structured interviews with the users of the system. We focused on the beneficiaries (recipients) of the funds. We used the DeLone and McLean IS Success Model to identify the key findings from the interviews. Then we made qualitative analysis of the acquired data and compared them between cases. The result of the thesis is a list of recommendations how to improve the ISARR information system and other similar systems, primarly from the point of view of the beneficiaries. |
