Povzetek
V prometu - na javnih cestah in površinah, je dovoljena uporaba motornih vozil, ki so uradno registrirana. Pogoji za registracijo vozila po veljavni zakonodaji so: vozilo mora biti zavarovano, sklenjeno obvezno avtomobilsko zavarovanje, vozilo mora biti tehnično brezhibno in mora imeti izdano ''Potrdilo o skladnosti vozila'', predhodno imenovano ''Izjava o ustreznosti vozila''. Torej, za vozilo mora biti izveden homologacijski postopek. Ta zagotavlja skladnost vozila z vsemi tehničnimi, tehnološkimi, varnostnimi in ekološkimi predpisi. V predloženem delu je predstavljena potrebna zakonodajaza izvedbo homologiranja vozil. Opisana sta dva osnovna postopka, kise izvedeta pri homologaciji vozila: ĆPostopek identifikacije vozilaĆ in ĆPostopek posamične odobritve vozilaĆ. Oba postopka hkrati zagotavljata kontrolo izvora motornih in priklopnih vozil vseh kategorij, pri uvozu novih in rabljenih z evropskega ali neevropskega tržišča in istovetnost vozila s priloženo dokumentacijo. Izveden postopek zagotavlja preveritev skladnosti vozila po vseh EU direktivah in pravilnikih. S tem sta zagotovljeni in preverjeni aktivna in pasivna varnost motornega vozila, še posebej, kadar greza postopke večstopenjske homologacije dodelanih in predelanih vozil. Izvedena je raziskava homologacijskih postopkov v tujini in prikazani so statistični podatki homologiranih (varnih) vozil v Sloveniji za leto 2008. Predstavljeni so rezultati predlaganega modela izvedbe homologacijskih postopkov in nakazane rešitve za racionalizacijo, poenostavitev in povečanje učinkovitosti tega postopka. S tem bi dosegli prijaznejši postopek uporabnikom-voznikom vozil in povečali vpliv na stopnjo prometne varnosti.

New methodology of the homologation procedure of motor vehicles and its impact on road traffic safety |

In traffic - on public roads and areas - the use of motor vehicles is allowed,and they must be legally registered. The conditions for registering avehicle, in accordance with the valid legislation, are as follows: the vehicle has to be insured - i. e. for the named vehicle a Certificate of Conformity shall be issued, earlier named Declaration of Adequacy of the vehicle. However, a homologation procedure has to be realised. Such a documentensures us of the necessary conformity with all technical, technological, ecological and safety prescriptions. In the present research work all the necessary legislation is presented - inevitable in the process ofthe vehicle homologation. Herein two basic principles are described, which are to be followed in the process of the vehicle homologation - the "Vehicle Identification Procedure" and the "Vehicle Individual Approval Procedure". Both procedures ensure simultaneously the control of the origin (provenance) of motor vehicles (all categories) and trailers (resp. tenders, side-cars andcaravans). This is very important for the import trade of brand new and second - hand vehicles from the European and Non - European Markets, and guarantees to the involved parties the possibility to check the authenticity of the named vehicles on the basis of the alleged documents. Through the namedprocedures the conformity of the vehicle is insured, in accordance with all the directives and prescribed rules of the European Union. Herewith the active and passive safety of a motor vehicle is guaranteed and proved, especially if procedures of multi-level homologation for the alternated and modified vehicles shall be performed. The subject of the present research are different homologation procedures abroad. Statistical data of homologated (secure) vehicles in Slovenia for 2008 are alsopresented. In the present task also the results of the suggested model - related to the execution of the homologation procedure - are explained, in connection with possible solutions for the rationalization, simplification and eventual betterefficiency of the related procedure. In this way the named procedure shall become friendlier for the user - drivers, and subordinately this can have an important influence on traffic safety. |
