Povzetek
Do ustanovitve prve skupne jugoslovanske države leta 1918 so imela v političnem in družbenem življenju slovenskega naroda vodilno vlogo tri idejno-politična gibanja oziroma njihove politične stranke. Gibanja, ki so si ideološko in politično nasprotovala, so bila rezultat procesa razslojevanja meščanske družbe, ki je naše dežele zajel z zamudo. Ker gre za zgodovino t. i. "ne historičnega naroda", ki je bil v 19. stoletju še vedno pretežno kmečki in kjer se je meščanstvo šele začelo oblikovati, medtem so bili višji družbeni sloji povezani s tujo fevdalno preteklostjo, je v procesu socialnega in idejnega razslojevanja ta značilnost v veliki meri vplivala na nadaljnji razvoj slovenske sodobne zgodovine. Tako odgovore na vprašanja, ki se navezujejo na razvoj Slovencev v obdobju nastanka jugoslovanske države do leta 1929, najdemo v razrednih, idejnih in političnih interesih treh osnovnih političnih struktur slovenske družbe. Te ključne politične orientacije so bile katoliški tabor, liberalni tabor in sile delavskega ter socialističnega gibanja. V liberalnem taboru so se zavedali, da razen večinske podpore v mestih in na podeželju ne morejo konkurirati SLS. Da bi dobili glasove tudi na podeželju, so iskali nove organizacijske oblike zunaj stranke. Tako se je iz liberalnega tabora leta 1919 odcepila kmečka stranka - Samostojna kmetijska stranka. Uspeh na prvih volitvah v Ustavodajno skupščino Kraljevine SHS je za Samostojno kmetijsko stranko pomenil osem poslanskih mest, med katerimi je eden pripadal Ivanu Puclju, posestniku iz Velikih Lašč. Samostojna kmetijska stranka se je v vladi obdržala ves čas parlamentarizma Kraljevine SHS. Njeno prisotnost v skupščini je obeležil Ivan Pucelj, ki je bil med leti 1921 in 1922 ter 1926 celo minister za poljedelstvo in vode.

Until the establishment of the first common collaborative Yugoslavian state, the main part in political and social life of Slovenian nation had had three ideally-political movements and their political parties. Movements, which were politically and ideologically opposed, were the results of the stratification of middle class society. This process captured our countries rather late. This so-called "unhistorical nation" was in 19th century mostly rural and the middle class had just begun to form, while the higher social class was still connected with the foreign feudal past. In the process of social and ideal stratifiction this feature had a great influence on further development of contemporary Slovenian history. That is why we find the answers to questions relating to the development of the Slovenes, between the creation of the Yugoslavian state and the year 1929, in the class, ideological and political interests of the three basic political structures of Slovenian society. These three main political orientations were Catholic camp, Liberal camp and Forces of labor and socialist movement. Liberal camp was aware of having the majority support in towns, but it was also aware that it cannot compete with Slovenian People's Party in the countryside. To take votes also in the countryside, Liberal camp searched for new organizational forms outside the party. That is why the peasant party, called Independent Rural Party, was created out of Liberal camp in 1919. The success in the first elections to the Constituent Assembly of Kingdom of Serbs, Croats and Slovenes brought eight seats to the Independent Rural Party. One of them belonged to Ivan Pucelj, landowner from Velike Lašče. Independent Rural Party was presented in the government throughout the Kingdom of Serbs, Croats and Slovenes parliamentary. Its presence in the Assembly was marked by Ivan Pucelj, who was the Minister of Agriculture and Water from 1921 to 1922 and in 1926. |
