Abstract
Predmet diplomskega dela je primerjava organiziranosti in nalog policije v Republiki Sloveniji in Nemčiji. Skozi nalogo primerjamo nastanek in razvoj policij obeh držav ter njuno organiziranost danes. V prvem delu najprej poskusimo razumeti temelje za različno organizacijo, ki se kažejo že v drugačni obliki državne ureditve Slovenije in Nemčije. Za lažje razumevanje je treba poznati oblike držav in državne organizacije, moramo pa tudi razumeti, da se razlike pojavijo že zaradi same velikosti primerjanih držav. Nemčija je federativna država, kar pomeni, da je razdeljena na več manjših držav, imenovanih dežele. Prav iz tu pa izvira prva pomembna razlika - policija je organizirana na dveh ravneh, deželni in federativni. Deželna policija lahko deluje samo na območju svoje dežele, med tem ko zvezna policija opravlja naloge na območju federacije. V Sloveniji imamo enotno policijo, ki deluje na celotnem državnem ozemlju. V drugem delu pa na podlagi trenutne zakonske ureditve primerjamo podrobno organizacijo obeh policij in naloge vseh posameznih enot, ki so organizirane znotraj nemške in slovenske policije.

Secondary abstract: |
The subject of the thesis is the comparison of the organization and tasks of the police in the Republic of Slovenia and Germany. Through the task we compare the emergance and development of the police forces in both countries and their present organisation. In the first part we are trying to understand the foundations for a different organisation, which is reflected in a different form of state regulation of Slovenia and Germany. For better understanding it is necessary to know the state order and state organisation, we also must understand that differences affects because of the size of comparised countires. Germany is a federal state, which means that it is divided into several smaller states, called lands. And here comes the first important difference; police is organized on two levels, land and federal. The Land police can perform their duties just on their own area, while Federal police can act in the whole area of the Federation. In Slovenia, we have just one united police, which operates throughout the whole national territory. In the second part of this task we compare detailed organisation and duties of both police forces on teh basis of current regulation. |
