Abstract
Človek spremlja razvoj živali, njihovo spreminjanje, nastajanje in izumrtje že tisočletja. Mnogo let življenja v sožitju se je končalo s potrebami človeka in pričelo se je obdobje, ko je človek v živali videl le še hrano in vzvod preživetja. Zaradi vse boljšega razumevanja pomena in koristi živali za človeka ter tudi vloge živali v ekosistemu se odnos človeka do živali spreminja. S spremembo dojemanja pomena živali na ravni posameznika in raziskavami o posameznih vrstah živali, so se začeli spreminjati tudi zakoni, ki sedaj vse pogosteje vključujejo živali in njihovo zaščito. Na svetovni ravni, predvsem v bolj razvitih državah, so se spremembe začele dogajati v drugi polovici 20. stoletja. Slovenija pa je prvi specialni zakon na tem področju sprejela šele osem let po osamosvojitvi, natančneje leta 1999.
V diplomskem delu smo tako proučevali razvoj slovenske zakonodaje na področju živali in vsebino tovrstne zakonodaje primerjali s tujo. Vendar sama zakonodaja ni dovolj za vzpostavitev odnosa prebivalcev do živali in upoštevanje zakonodaje. Za boljši vpogled v odnos prebivalcev do živali, smo pregledali tudi nekaj primerov domnevnega in dejanskega mučenja živali, ki so preko medijev v slovenski javnosti vzbudili zanimanje ali so bili obravnavani na sodišču. Državljane Slovenije smo prav tako preko ankete povprašali po mnenju o mučenju živali, kršenju in izvajanju Zakona o zaščiti živali in željah po spremembi tega zakona. Njihovo mnenje je, da so kazni v Sloveniji še zmeraj preblage.

Mankind monitors the development of animals, their alteration, formation and extinction, for thousands of years. Many years of living in coexistence ended with the needs of man and times when man only saw animal as food and livelihoo begin. Due to an increasing understanding of the importance and benefits of animals for humans as well as the role of animals in the ecosystem, the human-to-animal relationship is changing. By changing the perception of animals among people and with researches on individual animal species, laws began to change, which now increasingly involve animals and their protection. At the global level, especially in more developed countries, the changes began to occur in the second half of the 20th century. Slovenia adopted its first special law in this field only eight years after its independence, more specifically in 1999.
In the final work we studied the development of Slovenian legislation in the field of animals and compared the content of Slovenian legislation with those of foreign countries. However, legislation alone is not enough to establish a population's attitude towards animals and compliance with legislation. For a better insight into the attitude of slovenians towards the animals, we also examined some cases of alleged and actual torture of animals, in media, which attracted interest among slovenians or have been dealt with in court. We also asked the citizens of Slovenia through the questionnaire, about the torture of animals, the violation and implementation of the Animal Protection Act and their wishes about alternation of the said law. Their opinion is, that te sentences in Slovenia are still too low.
