Abstract

V diplomskem delu smo predstavili policijske pogajalce in njihovo vlogo v visoko rizičnih kriznih situacijah. Ugotavljali smo, ali se policisti pri svojem delu na terenu pogosto srečujejo s kriznimi situacijami, zaradi katerih potrebujemo policijske pogajalce. Opisali smo zgodovino pogajanj. Predstavili smo krizne situacije, izbor in izobraževanje za policijske pogajalce ter formacijo posamezne pogajalske skupine. Podrobneje smo opisali način komunikacije, ki je zelo pomemben segment pri policijskih pogajanjih. Skozi diplomsko nalogo smo ugotovili, da se policisti pri policijskem delu srečujejo z različnimi zahtevnimi in zelo zahtevnimi situacijami in postopki ter so pri tem v kontaktu z običajnimi in težavnimi strankami. Ena izmed najpogostejših kriznih situacij so poskusi samomora. Slovenija je zelo samomorilno ogrožena in je v samem vrhu evropskih držav glede izvrševanja samomorov. Ugotovili smo, da komunikacija v postopkih z ljudmi policistom predstavlja vedno večji izziv, saj ima družba že privzgojen odpor do policistov, prav tako pa se vedno večje družbene spremembe kažejo tudi pri odnosu ljudi do policistov že pri izvajanju običajnih in zahtevnih postopkov. Vedno več je kriznih situacij, na katere so policisti poslani med prvimi. Te krizne situacije so varnostne situacije, pri katerih storilec s svojimi dejanji ogroža lastno varnost, varnost drugih oseb in varnost premoženja. Obrazložili smo, zakaj je zelo pomembno, da policist ob prihodu na kraj krizne situacije pozna osnove pogajalske taktike in s tem ustrezno pripravi teren za morebiten prihod policijskega pogajalca na kraj. Zaradi vsega navedenega smo ob koncu diplomske naloge ugotovili, da so policijski pogajalci zelo pomemben člen v policijski verigi in da ustrezen izbor in usposobljenost ter znanje, ki ga imajo policijski pogajalci, hitreje pripeljejo do uspešne razrešitve krizne situacije.

Secondary title: The role of police negotiators in high risk crisis situations
Secondary abstract: In the Thesis we had presented police negotiators and their role in high risk crisis situations. We were attemping to determine if police officers commonly encounter crisis situations in which we require police negotiators. We had described the history of negotiation. We had presented crisis situations, selection and education for police negotiators and formation of individual negotiation groups. We described communication in a more detailed manner, which is a very important segment in police negotiations. Throughout the Thesis we had determined that police officers during police work encounter different demanding and very demanding situations and procedures and they are in contact with regular and difficult clients. One of the most common crisis situations are suicide attempts. Slovenia is very suicidally endangered and is in the very top of european countries when it comes to comitting suicides. We had determined that communication in procedures that involve people present police officers with an ever growing challenge, because society has been trained to dislike police officers, and bigger social changes show themselves with the relationship people have towards police officers in the phase of carrying out usual and demanding procedures. There is a rising number of crisis situations to which police officers are sent to first. These crisis situations are security situations in which the perpetrator endangeres his own safety, the safety of others in the safety of property with his actions. We had explained why it is very important that a police officer, upon arriving at the location of a crisis situation, knows basic negotiation tactics and properly prepares the terrain for a possible arrival of a police negotiatior to the location. Due to the things listed, at the end of the Theises we had determined that police negotiators are a very important link in the police chain and that the proper selection, qualification and knowledge that police negotiators have leads to a quicker resolution of a crisis situation.
