Povzetek
V diplomskem delu smo predstavili policijske pogajalce in njihova posredovanja pri reševanjih kriznih situacij, ki se pojavljajo na območju Republike Slovenije. Opisali smo, na kakšen način je urejen sistem policijskih pogajalcev pri nas, kako so organizirani, kako delujejo, njihovo usposabljanje in izpopolnjevanje ter pogoje za vstop posameznika v pogajalsko skupino. Predstavili smo sistem aktiviranja pogajalske skupine, njene naloge in cilje pri pogajanjih. Prav tako smo predstavili dinamiko krizne situacije in vrste kriznih situacij.
Pri proučevanju problematike smo ugotovili, da naš sistem kadrovanja ni enak kot v Evropski uniji ali na Zahodnem Balkanu. Ugotovili smo tudi, da pri nas ne narašča število visoko rizičnih kriznih situacij, kjer bi morali posredovati pogajalci. Najpogosteje pa posredujejo v primeru groženj s samomorom, saj je to ena izmed najpogostejših kriznih situacij.
V diplomskem delu smo predstavili krizno situacijo grožnjo s samomorom, ki je bila s pogajanji uspešno rešena, in krizno situacijo poskus samomora, ki s pogajanji ni bila uspešno rešena. Ugotovili smo, da sta strategija in način komuniciranja zelo pomembna, saj so včasih razmere za pogajanje močno otežene.
Pri izdelavi diplomskega dela smo opravili intervju s pogajalko. Zaupala nam je, da je bila za reševanje kriznih situacij aktivirana približno desetkrat in da so se vsa pogajanja zaključila uspešno.
Z diplomskim delom smo ugotovili, da so policijski pogajalci pomemben člen v policiji, saj se zaradi njih marsikatera situacija zaključi uspešno.

In this paper, we presented police negotiators and their interventions in crisis resolution, required in the Republic of Slovenia. We described how the police negotiation system is regulated in Slovenia, how negotiators are organised and how they operate. Their training and upskilling as well as the conditions to join a negotiating team were also determined. We presented the negotiation team activation system, its tasks and goals in negotiation, along with crisis dynamics and types of crisis situations.
In studying the topic, we determined that our personnel recruitment system is not equal to the ones in the European Union or in the Western Balkans. We also determined that the number of high-risk crisis situations, in which negotiators should intervene, does not increase. The most frequently, they intervene in suicidal threats, as this is one of the most common crisis situations.
The paper presents a crisis situation – a suicidal threat, which was successfully resolved through negotiation, and a crisis situation – attempted suicide, which was not successfully resolved through negotiation. We determined that strategy and method of communication are very important, as negotiation conditions can sometimes be extremely difficult.
For the needs of the paper, we conducted an interview with a negotiator. She told us that she had been activated approximately ten times for crisis resolution, and all negotiations resumed successfully.
In writing the paper, we determined that police negotiators are an important part of the police system, as they often contribute to a successful crisis resolution. |
