Abstract

Uradni nadzori na področju varnosti živil so ena izmed strategij za preverjanje skladnosti izvedbe dejavnosti s predpisano zakonodajo na evropski in nacionalni ravni. Skozi zgodovino Evropske unije so se pojavljale posamezne situacije, ki so opozarjale na pomanjkljivosti praktičnih preverjanj glede ustreznosti hrane, torej zagotavljanje človekovemu zdravju neškodljive hrane. Zaradi takšnih primerov so se sprejeli zakonodajni akti, ki so zajemali še večje področje za zagotovitev varnih živil. Poleg tega so se ustanovile razne agencije, ki s svojim delom (t. j. analizami, zbiranjem informacij ipd.) vidno prispevajo k zagotavljanju varnosti živil. V prvem delu diplomskega projekta je kot uvod za predstavitev evropske in nacionalne zakonodaje za uradni nadzor nad varnostjo živil predstavljeno področje enotnega trga, politika varnosti potrošnikov in politika varnosti živil. Predstavljeni so tudi pristojni organi, ki prispevajo k učinkovitejšemu delovanju nadzora nad živili, in sicer Evropska agencija za varnost hrane, Generalni direktorat za varno in zdravo hrano (Directorate-General for Health and Food Safety), Ministrstvo za kmetijstvo, gozdarstvo in prehrano, Uprava za varno hrano, veterinarstvo in varstvo rastlin ter Inšpekcija za varno hrano, veterinarstvo in varstvo rastlin. Posamezne objave o neustreznosti posameznih živil so nujne s strani pristojnih organov in se objavljajo na uradnih spletnih straneh. V Sloveniji so se v zadnjih nekaj letih v medijih pogosto pojavljale novice o neustreznosti živil, kar je povzročilo kar nekaj kritik na delovanje pristojnih organov glede samega nadzora na tem področju. Glede na to smo želeli v diplomskem projektu predstaviti konkreten primer izvedbe postopka inšpekcijskega nadzora, ki poteka na nacionalni ravni. Ta je predstavljen in opisan v empiričnem delu. Gre za primer inšpekcijskega nadzora, ki je potekal v mesnici in je bil izveden v okviru Območnega urada Murska Sobota – Uprava za varno hrano, veterinarstvo in varnost živil. Na predstavljenem primeru je obrazložen sam potek inšpekcijskega pregleda obrata ter zakonodaja, ki je bila pri tem upoštevana.

Secondary title: EU legislation on monitoring food safety
Secondary abstract: Official supervision in the area of food safety is one of the strategies for controlling the compatibility of the activities with the prescribed legislation on European and national level. Throughout history of the European Union, various situations have arisen that served as a warning about the failures of practical testing of the appropriateness of food, i.e. about ensuring that food is harmless to human health. Due to such cases, legislative acts were brought in which covered an even wider area for ensuring food safety. Additionally, agencies were founded whose work (analyses, gathering information etc.) visibly contributes to ensuring food safety. In the first part of this work, as an introduction to European and national legislation, I present the area of the common market, customer safety policy and food safety policy. Also presented are the relevant organs contributing to more effective supervision of food, which are: European Food Safety Agency, Directorate-General for Health and Food Safety, Ministry of Agriculture, Forestry and Food, Administration for Food Safety, Veterinary Medicine and Plant Protection. Individual publications about inappropriate food are necessary on the part of the relevant organs and are published on their websites. In Slovenia in the past few years news about inappropriate food have often appeared in the media, which caused much criticism about the work of the relevant organs and the supervision in this area. With this in mind, we wish to present a concrete case of inspection, which is done on the national level. This is presented and described in the empirical part of this work. It is a case of inspection in a butcher shop which was carried out by the Murska Sobota regional office of the Administration for Safe Food, Veterinary Medicine and Plant Protection. Using this case, we explain the course of the inspection of the facility and the legislation that was followed in the process.
