Abstract
S stalnim preoblikovanjem in rastjo mest kot začasen pojav nastajajo degradirana urbana območja (krajše DUO), ki so opuščena in ne izkoriščajo svojega razvojnega potenciala. Pogosto je razvrednotenje območja posledica ekonomskih, socialnih in tehnoloških sprememb. DUO v mestih predstavljajo oviro za nadaljnji razvoj sosednjih območij ali mesta. Območja začasnega ali trajnega opuščanja rabe lahko s procesom sanacije preobrazimo v prostore novih možnosti in inovacij. S prizadevanjem mesta za preoblikovanje DUO lahko ob uspešni izvedbi bistveno izboljšamo kvaliteto urbanega okolja. V diplomski nalogi sem se podrobneje ukvarjala s problemom DUO ob infrastrukturi, ki so z opuščanjem rabe povzročila tudi po-stopno zmanjšanje učinkovitosti in potrebe infrastrukture. Na območju Slovenije prevladuje-jo DUO, ki so nastala na industrijskih območjih, kar je posledično pomenilo degradacijo širših območij vzdolž železniške infrastrukture, na katero so bila območja močno vezana. S problemom železnice kot pasu degradacije in bariere v prostoru se sooča tudi Ljubljana. Načrtovanih rešitev za mesto, ki vključujejo poglobitev železnice, železniško obvoznico ipd., je veliko, vendar se nobena še ni uresničila. Glavni cilj naloge je zbrati najboljše rešitve sanacije degradacije na območjih ob železniški infrastrukturi in njihove ponovne oživitve. Pregled literature, referenčne primere in svoje ugotovitve sem aplicirala na območje ob železnici med Šiško in Bežigradom v Ljubljani. V končnem delu naloge je predstavljena variant-na rešitev ureditve izbranega območja, ki upošteva sanacijo degradacije na način, da se prilagodita tako infrastruktura, kot tudi območje ob njej. Ta možnost odprave degradacije je trajnostno najbolje upravičena. Ta možnost odprave degradacije je trajnostno najbolje upravičena. Z večjo ozaveščenostjo o pomenu ohranjanja okolja in trajnostnega razvoja je sanacija degradiranih območij postala ključna naloga mesta, ki ima potencial za izboljšanje kakovosti življenja in varovanje naravnih virov.

Sanation of degraded urban areas next to the railway infrastructure |

In the ongoing process of city transformation and growth degraded urban areas (DUA for short) are temporarily appearing as abandoned land, which do not utilise their full developmental potential. The degradation of an area is often the result of economic, social and technological change. Degraded urban areas are an obstacle to the further development of neighbouring areas or the city. Areas of temporary or permanent abandonment of use can be transformed into spaces of new possibilities and innovation through the process of redevelopment and rehabilitation. A city’s efforts to transform DUAs can, if successfully implemented, significantly improve the quality of the urban environment. In my thesis, I have looked in more detail at the problem of DUAs next to infrastructure. Due to a gradual reduction in their efficiency and therefore need led to degradation of near by areas. In Slovenia, most DUAs have formed in industrial areas, consequently, this has also led to the degradation of wide areas along the railway infrastructure, which connected these areas. The problem of the railway as a degradation belt and spatial barrier is also present in Ljubljana. There are many planned solutions for the city, including railway deepening, a railway bypass, etc., but none have yet been implemented. The main goal of the thesis is to gather the best solutions for the rehabilitation of degradation in areas adjacent to railway infrastructure and their revitalization. I have applied the literature review, reference cases and my findings to the area along the railway tracks between Šiška and Bežigrad, in Ljubljana. The final part of the thesis presents a solution version for the redevelopment of the selected area, considering the remediation of degradation in a way that will see both the infrastructure and the area adjacent to it restored. This option of sanitation is the most sustainable. With increased awareness of the importance of environmental preservation and sustainable development, the rehabilitation of degraded areas has become a key task for the city, with the potential to improve quality of life and protect natural resources. |
