diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract
Strelno orožje velja za najhujšo obliko med prisilnimi sredstvi. V zadnjih 19 letih je bilo med opravljanjem policijskih nalog v Sloveniji uporabljeno le 1,26-krat na leto (strel na osebo), kar je v primerjavi z ostalimi državami, na primer ZDA, zelo redko. V diplomskem delu smo predstavili strelno orožje in ostala prisilna sredstva, ki jih lahko policisti uporabijo med opravljanjem policijskih nalog. Navedli smo cilje in pogoje uporabe posameznega prisilnega sredstva ter prisilna sredstva razdelili glede na ciljno skupino, zoper katero so uporabljena – uporaba prisilnih sredstev proti posamezniku in uporaba prisilnih sredstev proti množici. Glede na to, da je tema diplomskega dela vezana na strelno orožje, smo se bolj osredotočili na strelno orožje. A ker je zakonita, strokovna in učinkovita uporaba strelnega orožja kot prisilnega sredstva pogojena z ustreznim usposabljanjem za uporabo strelnega orožja, smo se osredotočili tudi na usposabljanje policistov za uporabo omenjenega prisilnega sredstva. Opredelili smo cilje in namen usposabljanja, predstavili potek osnovnega usposabljanja in nadaljnjega usposabljanja policistov za uporabo strelnega orožja ter na kratko opisali posamezne vrste strelnega orožja, ki so v uporabi v slovenski policiji. Uporaba strelnega orožja, stresno in obremenjujoče delo, težke in kritične situacije lahko pustijo psihološke posledice, zato sta policistom na voljo 24-urna psihološka pomoč in psihološka podpora (nudijo jo policijski zaupniki). Tam lahko s strokovnjakom odkrito spregovorijo o svojih težavah, se psihološko razbremenijo ter svoje delo še naprej kakovostno in z veseljem opravljajo.

Training police officers for the use of firearms as a compulsory means |

Firearms are considered the worst form of coercive means. In the last 19 years, during the performance of police duties in Slovenia, only 1.26 shots were used per year (shots per person), which is rare compared to other countries, for example the USA. In the diploma thesis, we present firearms and other means of coercion that police officers can use during the performance of police duties. We list the goals and conditions for the use of individual coercive means and divide the coercive means according to the target group against which they are used – the use of coercive means against an individual and the use of coercive means against a crowd. Given that the topic of the thesis is related to firearms, we focus more on firearms. However, since the legal, professional, effective use of firearms as a means of coercion is conditioned by adequate training in the use of firearms, we also focus on the training of police officers in the use of said means of coercion. We define the goals and purpose of the training, present the course of basic training and further training of police officers in the use of firearms, and briefly describe the individual types of firearms that are in use in the Slovenian Police. The use of firearms, stressful and burdensome work, and difficult and critical situations can leave psychological consequences, so 24-hour psychological help and psychological support (provided by police counsellors) are available to police officers. There, they can talk openly with a specialist about their problems, relieve themselves psychologically, and continue to do their work with quality and joy. |
