Abstract
Kakor v javni upravi, je tudi v policiji ocenjevaje delovne uspešnosti eden izmed najpomembnejših opravil kadrovskega menedžmenta. Pomembnosti ocenjevanja pa se zavedajo tudi delavci, saj je od tega odvisno njihovo napredovanje in posledično tudi višja plača. Skladno z navedenimi dejstvi so na začetku naloge opredeljeni temeljni pojmi, ki se nanašajo na ocenjevanje delovne uspešnosti. V nadaljevanju so prikazane najpogostejše metode in tehnike ocenjevanja delovne uspešnosti. V samem jedru naloge, pa je predstavljena zakonska ureditev ocenjevanja delovne uspešnosti v javni upravi in sicer v obdobju od leta 1994, ko je bila sprejeta prva zakonodaja in vse do danes. Zaradi pomanjkljivosti trenutnega sistema ocenjevanja javnih uslužbencev smo v empiričnem delu specialistične naloge predstavili ocenjevalno tehniko in po strukturiranem postopku izdelali ocenjevalno lestvico »Na vedenje sidrana ocenjevalna lestvica (BARS – Behaviorally Anchored Rating Scales), s katero bo možno oceniti javnega uslužbenca v policiji. Navedeno je bilo tudi namen specialistične naloge in sicer, da se za potrebe ocenjevanja delovne uspešnosti javnega uslužbenca, ki zaseda delovno mesto »policist« na policijski postaji, izdela ocenjevalna lestvica.

As in public administration, evaluating of work performance is also one of the most important tasks of personnel management in the police. Workers as well are aware of the importance of this evaluation, since their promotion and consequently higher salary depends on it. In accordance with these facts the beginning of the thesis defines basic concepts related to the evaluation of work performance. Further on the most common methods and techniques for evaluating performance are presented. The main part of the thesis presents regularization of work performance evaluation in public administration, that is in the period from 1994, when legislation was first adopted, to the present day. Due to shortcomings of the current evaluating system of civil servants the empirical part of the thesis presents evaluation technique. By means of structured procedure we created evaluation scale BARS - behaviorally anchored Rating Scales, which will enable evaluation of a police public servant. It also states the purpose of this thesis which is to create evaluation scale for the purpose of work performance evaluation of a civil servant occupying the post of "policeman" at the police station. |
