Abstract

Diplomska naloga obravnava analizo javnega naročila od objave na portalu javnih naročil, njene postopke in izvedbo del. Na začetku je predstavljena zakonodaja javnega naročanja in opisani različni postopki, ki se največkrat pojavljajo na področju gradenj. Na konkretnem primeru bomo spoznali, s čim se sooča potencialni ponudnik pri oddaji javnega naročila. Predstavljena je razpisna dokumentacija, postopek oddaje in odpiranja ponudb, vpogled konkurenčnega ponudnika in odločitev naročnika do podpisa pogodbe. Pri pripravi ponudbe so predstavljena izhodišča, katera je izbrani ponudnik upošteval pri kalkulaciji predračuna in se vprašal, ali je bila odločitev podjetja o nizki ponudbeni ceni pravilna ali ne. Predstavljena je izvedba del, primerjava projekta in izvedenih del ter njena odstopanja. Skozi nalogo smo potrdili dejstvo, da je bistvenega pomena za potencialnega ponudnika, ki se javlja na področju gradenj, razpolaganje z lastnimi viri materialov, lastno proizvodnjo le teh ter lokacija izgradnje.

Secondary abstract:	The thesis deals with the analysis of the public order to publication on the public procurement portal, its procedures and the execution of works. At the beginning, legislation of public procurement is presented and describes the different procedures, which usually occur in the construction field. On the specific case, we discovered which issues the potential bidder is facing while submitting public order. The tender documents, procedure for submission and opening of bids, competitive insight and the subscriber's decision to contract is presented. In making the offer, the starting points are presented, which the provider has taken into account in calculations of pro forma and wondered whether the decision to choose company with the low offer price is correct or not. The execution of the work, comparison of the project and the works carried out and its variations is presented. Throughout the assignment, we confirmed the fact that it is essential for a potential supplier, which reports itself in the area of construction, disposal of its own resources of materials, its own production of these and location of construction.
