Povzetek

Uvod: Slovenija sledi standardom in merilom Evropske unije in ima vizijo, ki je usmerjena k dostopnosti zdravstvenih storitev. Z Vlado Republike Slovenije je nastal projekt mreže urgentnih centrov, ki je z reorganizacijo urgentne dejavnosti velik premik naprej. Urgentni center Brežice je z letom 2014 postal del Splošne bolnišnice Brežice in združuje primarno in sekundarno obravnavo nujnih stanj. Namen: Namen diplomskega dela je pregledati normativne podlage za ustanovitev urgentnih centrov, ustanavljanje Urgentnega centra Brežice in njegov opis ter opis aktivnosti na področju zdravstvene nege. Ob tem smo poizkusili prepoznati morebitne težave na področju organizacije zdravstvene nege in rešitve. Metode dela: Osnova diplomskega dela je pregled literature v slovenskem in delno tujem jeziku (opisna metoda) in vsebinsko sega na področje zdravstvene zakonodaje, ureditev, postavitev in management urgentnih centrov ter ureditev Urgentnega centra Brežice in organizacijo zdravstvene nege. Opravljen je bil tudi obisk Urgentnega centra v Brežicah ter usmerjen intervju z zaposlenimi in vodstvom zdravstvene nege. Rezultati: Urgentni center Brežice je osnovan po Enotni metodologiji urgentnih centrov Republike Slovenije. Prednosti so obravnava obolelih in poškodovanih na enem mestu ter hitra oskrba s strani visoko usposobljenega kadra. Pomanjkljivosti, ki se kažejo, so: kadrovske stiske, nepopolna reorganizacija nujne medicinske pomoči in kadra znotraj urgentnega centra. Manjka tudi enotni dispečerski center. Razprava in sklep: Dejstvo je, da urgentni center pomeni napredek v organizaciji zdravstva na področju nujne medicinske pomoči. Hiter dostop in oskrba obolelega ali poškodovanega je na prvem mestu. Ko se bodo sčasoma odpravile pomanjkljivosti na področju nujne medicinske pomoči, ki se kažejo v organizaciji urgentnih centrov, tudi Urgentnega centra Brežice, se bo pokazal pravi napredek trenutnih sprememb na področju zdravstvene nege.

Sekundarni povzetek: Introduction: Slovenia is committed to comply with health care rules and standards as applicable throughout European Union, and to enhance the principle of accessibility of medical services to all. Resolutions on national development projects as well as health care plans adopted by the Government of the Republic of Slovenia have provided for a network of emergency medical centres, leading to reorganisation of medical emergency services as quite a quantum leap. In 2014, Brežice Emergency Unit became a part of Brežice Hospital. Purpose: The purpose of the present diploma is to present legislative grounds for establishment of emergency centres, Brežice Emergency Unit included, and to describe the latter and its nursing activities. We have tried to recognise possible problems and/or difficulties in the sphere of nursing organisation as well as to suggest some ideas for their solution. Methods: The basis for this diploma is the perusal and study of relevant written sources in the Slovene and foreign languages. As to its substance, it covers the areas of health care legislation, organisation, setting up and management of emergency centres, and organisation of Brežice Emergency Unit and its health care management. Within the scope of work, Brežice Emergency Unit was visited and the health care personnel were interviewed. Results: Brežice Emergency Unit is organised in accordance with Uniform Methodology of Emergency Centre Governance. It excels in the treatment of the sick and injured all at one place, rapid provision of medical services by skilled medical staff. Its main deficiencies are reflected in incomplete reorganisation of emergency medical treatment, as well as in the lack of staff within the emergency unit. Discussion and conclusion: In our view, emergency medical centres represent a form of progress in the overall health care organisation, as regards emergency medical treatment. Quick access and treatment of the sick and/or injured are top priorities. When the time will have helped to cure the deficiencies related to organisation of emergency medical centres, including Brežice Emergency Unit, and when the entire network of emergency medical centres in the Republic of Slovenia is established, the consequences of actual amendments shall translate into effect.
