Povzetek
Uvod: V letu 1996 je bil v Uradnem listu objavljen prvi Pravilnik o službi nujne medicinske pomoči, katerega namen je bil poenotenje službe nujne medicinske pomoči na državni ravni. Čeprav je bil s tem dosežen velik napredek predvsem v skrajšanju dostopnih časov in zagotavljanju ustrezne medicinske oskrbe vsem državljanom Republike Slovenije, je bilo vedno bolj jasno, da sistem organiziranosti nujne medicinske pomoči ni optimalen, zato je leta 2015 postal veljaven nov Pravilnik o službi nujne medicinske pomoči, ki temelji na mednarodno primerljivi ureditvi. Trenutni pravilnik o službi nujne medicinske pomoči tudi natančno določa potrebna znanja in usposobljenost posameznih članov v nujni medicinski pomoči. Namen: Namen diplomskega dela je predstaviti organizacijo delovanja sistema nujne medicinske pomoči in izobraževanje za delo v reševalni dejavnosti v Sloveniji in v nekaterih drugih državah Evropske unije. Metode dela: Uporabljena je bila deskriptivna metoda dela s sistematičnim pregledom slovenske in tuje literature ter pravnih predpisov, ki urejajo področje nujne medicinske pomoči. Ustrezno literaturo smo iskali v slovenskem, angleškem in hrvaškem jeziku. Rezultati: Namen nujne medicinske pomoči je povsod hitra, učinkovita in kakovostna oskrba kritično obolelega ali poškodovanega, vendar organizacija sistema nujne medicinske pomoči v posameznih državah ni enaka, kar je rezultat različnih geografskih razmer, izkazanih potreb prebivalstva in drugo. Razlike med predstavljenimi državami so opazne tudi z vidika potrebne formalne izobrazbe ter nadaljnjih usposabljanj in izobraževanj za delo v zunajbolnišnični nujni medicinski pomoči. Razprava in sklep: Medicinske sestre, zaposlene v nujni medicinski pomoči s formalnim izobraževanjem ne pridobijo dovolj znanj in veščin za suvereno delo. Medicinske sestre prepoznavajo pomen formalne izobrazbe in s tem pridobljenih kompetenc. V slovenskem prostoru še vedno nimamo enovitega izobraževalnega programa za področje nujne medicinske pomoči za medicinske sestre, ki delujejo na tem področju.

Introduction: In 1996 was published first Regulation on emergency medical service in Uradni list. The purpose of this regulation was to unify emergency medical care for all citizens of Slovenia. Although, it came to a big progress in emergency medical care in terms of access times and providing adequate medical care but it became clearer the system organization is not optimal and need an update. In 2015 a new, second Regulation on emergency medical service entered into force which is based on internationally comparable arrangements. Regulation on emergency medical service specify the necessary knowledge and skills for all team members in emergency medical care. Purpose: The purpose of this thesis is to present organization activity of emergency medical service system and education for working in the field of emergency medical services in Slovenia and some other countries in European union. Methods: Descriptive method was used with systematic review of Slovenian and foreign literature and also legal acts which regulate the area of emergency medical care. We searched for relevant literature in Slovenian, English and Croatian language. Results: The aim of all emergency medical services is fast, effective and qualitative care for sick or injured persons. Organization of emergency medical care in different countries is not equal as a result of different geographical conditions, recognized needs for medical care of the population etc. Differences between featured countries are also noticeable in terms of required formal education and further training and learning for work in ambulance-based care. Discussion and conclusion: Nurses employed in emergency medical services during formal education do not acquire enough knowledge and skills needed for confidently work. Nurses recognize the importance of formal education and thus acquired competences. In Slovenia there is still no unified educational program for nurses working in pre-hospital emergency care. |
