Povzetek
Tema diplomskega dela se nanaša na podporno okolje za podjetništvo in njegovo primerjavo med Slovenijo in Hrvaško v obdobju od leta 2016 do 2018. Želeli smo ugotoviti, ali sta državi podobno razvili podjetniško okolje glede na to, da sta bili nekoč del skupne države, ter opredeliti primere dobre prakse obeh držav. Ker je podjetništvo pomembno za gospodarsko rast in družbeno razvitost, ga je potrebno spremljati in proučevati. Mi smo za primerjavo Slovenije in Hrvaške uporabili rezultate raziskave Globalnega podjetniškega monitorja v delu, ki se nanaša na proučevanje podjetniškega ekosistema. Na razvijanje podjetništva v obeh državah močno vplivajo podporne državne in druge institucije ter Evropska unija, ker nudijo pomoč podjetnikom in podjetjem predvsem v obliki financiranja, svetovanja, informiranja in izobraževanja. Ugotovili smo, da so v Sloveniji pogoji podjetniškega okolja nekoliko bolje ocenjeni kot na Hrvaškem. V obeh državah je najbolje ocenjena fizična infrastruktura. V Sloveniji se pogoji skozi čas izboljšujejo kljub temu, da so nekateri relativno nizko ocenjeni. Večjo pozornost še vedno zahtevata izobraževanje in usposabljanje za podjetništvo v osnovni in srednji šoli. To je najnižje ocenjen pogoj ter regulativa vladnih politik, ki podjetnikom in novim podjetjem še vedno povzroča težave s pridobivanjem potrebnih dovoljenj in koncesij, davčna bremena in birokratske ovire. Na Hrvaškem se konstantno ne izboljšuje niti en pogoj, še posebej hitro in odločno je potrebno spremeniti vladno politiko, ki s svojim zapletenim regulativnim okvirjem in birokracijo, ki je najnižje ocenjen pogoj, zavira podjetništvo, nova podjetja pa so še vedno diskriminirana pri javnih naročilih. Strategija Hrvaške bi morala biti poleg pogostejšega spremljanja rezultatov vladnih programov, osredotočena tudi na večjo vpletenost podjetništva v izobraževalni sistem. To bi imelo najverjetneje tudi pozitiven vpliv na kulturne in družbene norme, ki podjetništvu še vedno niso naklonjene. Primer dobre prakse v Sloveniji je Slovenski podjetniški sklad, ki nudi raznoliko finančno spodbudo za podjetja v različnih fazah, česar na Hrvaškem primanjkuje.

Comparative analysis of entrepreneurial support environment in Slovenia and Croatia |

The subject of the thesis is the entrepreneurial ecosystem and a comparison between said ecosystems in Slovenia and Croatia in the period from 2016 to 2018. We wanted to find out whether these two countries have developed a similar entrepreneurial environment as they were once part of the same country, and to identify examples of good practice from both countries. As entrepreneurship is important for economic growth and social development, it needs to be monitored and studied. To compare Slovenia and Croatia, we used the results of the Global Entrepreneurship Monitor survey, in the part related to the study of the entrepreneurial ecosystem. The development of entrepreneurship in both countries is strongly influenced by support for governmental and other institutions and the European Union, which help entrepreneurs and companies mainly in the form of financing, consulting, information and education. We found that the conditions of the entrepreneurial environment in Slovenia are slightly better rated than in Croatia. In both countries, physical infrastructure is best rated. In Slovenia, the framework conditions are improving over time, even though some are relatively low. More attention still needs to be paid to entrepreneurship education and training in primary and secondary school, which is the lowest rated condition, and to government policy regulation, which still causes entrepreneurs and start-ups difficulties in obtaining the necessary permits and concessions, tax burdens and bureaucratic hurdles. In Croatia, not a single condition is constantly improving. Government policy, which is hampering entrepreneurship with its complex regulatory framework and bureaucracy, which is the lowest-rated condition, needs to be changed particularly quickly and decisively. Also new companies are still discriminated in public procurement. In addition to more frequent monitoring of the results of government programs, Croatia's strategy should also focus on greater involvement of entrepreneurship in the education system, which would most likely have a positive impact on cultural and social norms that are still unfavourable to entrepreneurship. An example of good practice in Slovenia is the Slovenian Entrepreneurship Fund, which offers a diverse financial incentive for companies at various stages, which is lacking in Croatia. framework of government policies. For that reason, the countries should develop appropriate sustainable strategies that lead to the improvement of these conditions. |
