Povzetek

V magistrskem delu smo analizirali delo policistov Operativno-komunikacijskega centra Policijske uprave Celje (v nadaljevanju OKC PU Celje). V prvem delu smo pregledali in proučili strokovno literaturo, v drugem delu je predstavljena empirična raziskava. Raziskovalni del smo razdelili na štiri vsebinske sklope. Zanimalo nas je, kakšna je tehnična in programska oprema, ki jo policisti uporabljajo pri svojem delu, in kako so z njo zadovoljni. Izvedeti smo želeli, kako poteka komunikacija med prijavitelji in operaterji ter policisti OKC PU Celje s policisti na terenu. Osredotočili smo se predvsem na kakovost in prenos pridobljenih informacij, ki pomembno vplivajo na uspešno opravljeno intervencijo. Poleg vsega navedenega nas je zanimala tudi izkušenost in strokovna usposobljenost policistov OKC PU Celje. Na podlagi pregledane literature in opravljene raziskave lahko sklenemo, da je delo OKC PU Celje uspešno. Ugotovitve so pokazale, da policistom OKC PU Celje programska in tehnična oprema zadostuje za učinkovito ukrepanje in izvedbo postopkov v interventnih dogodkih. Ugotovili smo, da je komunikacija med prijavitelji in policisti OKC PU Celje dobra. Enako uspešno je tudi sodelovanje s policisti na terenu. Prav tako je bilo ugotovljeno, da so policisti OKC PU Celje glede na zahtevnost dela ustrezno strokovno podkovani, k njihovi uspešnosti pa veliko pripomorejo izkušnje, ki so bile pridobljene z leti. Z rezultati raziskave smo bili zadovoljni, za namene preglednejšega in uporabnejšega raziskovanja pa predlagamo, da se podobne raziskave izvedejo na večjem vzorcu zaposlenih v OKC po vsej Sloveniji.

Sekundarni povzetek: In the thesis we analysed the police officers’ work of the Operations and communications centre of the Celje Police Directorate (hereinafter called OCC PD Celje). In the first part of the thesis we reviewed and studied professional literature on the topic, the second part is empirical. The research part of the thesis was divided into four content sections. We were interested in the technical equipment and software the police use and the level of their satisfaction with it. Furthermore, we were interested in communication between police communicators and the public, as well as communication between dispatchers of the OCC PD Celje with police officers in the field. The focus was on the quality and transmission of the information, which significantly affects the intervention being successfully completed. In addition to all of the above, we were also interested in the experience and professional competences of the police officers of the OCC PD Celje. Based on the literature reviewed and the research done, we can conclude that the work of OCC PD Celje is successful. The findings have shown that the software and technical equipment at OCC PD Celje is sufficient and enables effective actions and procedures in the emergency assistance. We learnt that communication between the callers and the police officers of the OCC PD Celje is effective. Their collaboration with police officers in the field is also successful. The police officers’ level of expertise is also adequate for their job demand. Also, work experience gained over the years greatly contributes to their successful work. We were satisfied with the results, but for the purpose of more transparent and useful research we suggest that similar research is carried out on a larger sample of OCC employees across Slovenia.
