Povzetek
V vsaki družbi obstajajo pravila, po katerih se člani družbe ravnajo. Vloga pravil in družbenih norm je ohranjanje družbenega reda, neformalno in formalno nadzorovanje sta dve najbolj vidni obliki nadzora nad izvrševanjem norm. Ta pravila se razlikujejo od kulture do kulture, prav tako sta čas in tedanje družbene razmere pomembna dejavnika pri osnovanju in izpeljavi le-teh. Posledično so te norme relativne in spremenljive, kar je vidno skozi zgodovino. Pogosti spremljevalci družbenih sprememb so bili izbruhi različnih bolezni, ki so močno obremenile družbo in jo korenito spremenile.
Podoben dogodek se je zgodil leta 2020, ko je svet pretresla novica o širjenju nove respiratorne bolezni, poznane kot covid-19. Ta je močno vplivala na dotedanje družbeno življenje. Skorajda čez noč so v veljavo stopili številni ukrepi za omejevanje širjenja novega virusa in s tem preprečevanje najslabšega izida pandemije. Večina držav po svetu je sprejela podobno strategijo obvladovanja, večinoma so bili uporabljeni strožji ukrepi in omejitve (popolno zaprtje javnega življenja, prekinjeni javni prevozi in podobno). Mednje sodi tudi Slovenija. Seveda pa so bile tudi države, ki so izstopale po svojevrstnem pristopu k zajezitvi virusa; takšna je bila skandinavska država Švedska, saj ni sprejela nobenih bistvenih ukrepov in se je zanašala na odgovorno ravnanje svojih državljanov glede na njihova priporočila.
Nova okoliščina, s katero se večina držav ni soočila že kar nekaj časa (če sploh), je zaznamovala pomembno obdobje v sodobni družbi. Iztirjen sodobni ritem življenja je močno vplival na posameznike v družbi in družbo kot celoto, saj so bile začasno vzpostavljene norme, ki jih do zdaj nismo bili vajeni. Spoprijemanje z novo boleznijo je odprlo mnoga vprašanja o človekovih pravicah in dolžnostih, pojavili so se dvomi v zdravstveno stroko, v politiko in načela družbe, v zgodovino in v družbeno nadzorstvo. Tudi poročanje medijev je bilo vprašljivo, saj so ljudje težko sledili novicam vsepovprek, hkrati je bilo veliko protislovij. Predvsem so dvomili v njihovo verodostojnost, sploh kadar so se širile novice preko družbenih omrežij. V tej diplomski nalogi je predstavljeno družbeno nadzorstvo, njegova vloga in začetki. Povzeti so družbeni ukrepi v času epidemij skozi zgodovino in ukrepi, ki jih je sprejela slovenska vlada v prvem valu epidemije pri nas (marec 2020 – maj 2020), prav tako pa priporočila za državljane Švedske s strani njihove vlade. Vključene so raziskave javnega mnenja državljanov Evropske unije o ukrepanju vlade, zanimali so nas tudi različni faktorji pri upoštevanju le-teh ter splošen odziv državljanov na omejitve.

In every society there are rules by which the members of the society behave. The role of rules and social norms is maintaining social order, informal and formal social control are two of the most visible forms of control over the enforcement of norms. Rules vary from culture to culture, time and the current social conditions are important factors as well when it comes to formation and execution of said rules. As a result, norms are relative and changeable, which is evident throughout history. In the past outbreaks of various diseases were frequent companions of social changes, which greatly burdened and radically changed the society.
A similar event occurred in 2020, when the world was rocked by news of the spread of a new respiratory disease known as covid-19. This had a strong impact on social life. Almost overnight, a number of measures came into effect to limit the spread of the new virus and thus prevent the worst outcome of the pandemic. Most countries around the world adopted a similar control strategy, mostly using stricter measures and restrictions (complete closure of public life, suspension of public transport, etc.). Slovenia is also among them. Of course, there were also countries that stood out for their unique approach to containing the virus; such was the Scandinavian country of Sweden, taking no substantive action and relying on the responsible behavior of its citizens according to recommendations of their government.
This new circumstance, which most countries had not faced for quite some time (if at all), marked an important period in modern society. The derailed modern rhythm of life had a strong impact on individuals in society and society as a whole, as norms were temporarily established that we were not used to until now. Coping with a new disease opened up many questions about human rights and duties, people began to doubt the medical profession, as well as the politics and principles of society, history and social control. The media were also questionable, as people found it difficult to follow the news from all over and at the same time there were many contradictions. There were doubts about media credibility, especially concerning the news spread via social networks. This thesis presents social supervision, its role and beginnings. Social measures during epidemics throughout history and measures taken by the Slovenian government during the first wave of the epidemic in our country (March 2020 - May 2020) are summarized, as well as recommendations for citizens of Sweden by their government. Surveys of the public opinion of the citizens of the European Union on the actions of the government are included, we were also interested in various factors in taking them into account and the general reaction of citizens to the restrictions. |
