Sekundarni povzetek: This thesis deals with the public-private partnership (PPP) and presents the advantages and disadvantages of providing public services in such manner. It especially focuses on the development of PPP in the EU and on the present situation in Slovenia. The discussion revolves around the question on why the role of public sector has changed and what the possibilities for private sector to invest in public infrastructure are in order to make profit on one hand and to offer a better price of public production on the other hand. Some interesting projects from other EU members that have more experience in this field and possess refined models are presented. Chapter four describes the experience with the public-private partnership so far and the EU legislation and directives. Chapter six contains some important urban projects taking place in Slovenia, such as Tehnopolis Celje, Partnership Šmartinska and Leon Štukelj`s sport park. In the end, the comparison is made based on the analysis of the described examples and followed by the critical assessment of the public-private partnership in the field of urban projects in Slovenia.

Povzetek (ePrints): Diplomsko delo obravnava področje javno-zasebnega partnerstva. Predstavljene so prednosti in slabosti tega načina zagotavljanja javnih storitev. Še posebej razvoj javno-zasebnega partnerstva v EU in v Sloveniji. Vprašanje je, zakaj je vloga javnega sektorja spremenjena in kakšne moţnosti ima zasebni sektor, da z investiranjem v javno infrastrukturo “pridela” dobiček iz poslovanja in obenem ceneje zagotavlja javne dobrine in storitve. Predstavljeni so zanimivi projekti iz članic EU, ki imajo na tem področju izkušnje in izdelane modele. Dosedanje izkušnje z javno-zasebnim partnerstvom, zakonodaja in direktive Evropske unije so opisane v četrtem poglavju. V šestem poglavju so opisani pomembni urbanistični projekti, ki se odvijajo v Sloveniji, Tehnopolis Celje, Partnerstvo Šmartinska in Športno-rekreacijski park Leona Štuklja. Na podlagi analize opisanih primerov je izvedena primerjava in na koncu podana kritična ocena javno-zasebnega partnerstva na področju urbanističnih projektov v Sloveniji.
