Multicriterion analysis for small hydropower plant Kokra |

Couse of technological development, today´s life can no longer be imagined without electricity. The expected trend of electricity consumption growth follows Directive 2009/28/EC with the requirement for increasing the share of electricity, produced from renewable energy sources. Exploitation of rivers as an important source of renewable energy source is limited with the Directive 2000/60/EC, which requires good ecological status of rivers. Execution of multicriteria analysis for SHP Kokra is based on determining the optimal intervention in the area that meet both Directive 2009/28/EC and 2000/60/EC. A description of SHP Kokra, analysis of flows and review of legislation on SHP sphere was given before the establishment of multicriteria analysis for SHP Kokra,. The programs that had been used are described and the conceptual design, which compounds a SHP Kokra, were made. With Epanet 2.0 software were created a simple hydraulic model to verify the losses incurred in the pipeline. The financial analysis of investment was carried out with Smart Mini-Idro software. Multicriteria analysis for mHE Kokra has been implemented with Sesamo software. We analyzed the placement of the various variants of conceptual design of SHP Kokra idea in space. The main criterions were environmental criterions and the production of electricity. For them we defined a causal factors, causal relationship relative importance. The multicriteria analysis of SHP Kokra established optimal intervention in the area, benefiting both from an environmental and energy point of view. This represents the grounded initiative to amend the municipal spatial plan and the realization of the proposed intervention. |

Zaradi tehnološkega razvoja si danes življenja ne moremo več predstavljati brez električne energije. Pričakovanemu trendu rasti njene porabe sledi Direktiva 2009/28/ES, z zahtevo po povečanju deleža električne energije, proizvedene iz obnovljivih virov energije. Rabo vodotokov kot pomembnega vira obnovljive energije omejuje Vodna direktiva 2000/60/ES, ki zahteva dobro ekološko stanje vodotokov. Izdelava večkriterijske analize za malo hidroelektrarno (mHE) Kokra, temelji na določitvi optimalnega posega v prostor, ki bi zadostil tako Direktivi 2009/28/ES kot 2000/60/ES. Pred izdelavo večkriterijske analize za mHE Kokra sem podal opis mHE, analizo pretokov Kokre ter pregled zakonodaje, ki obravnava umestitev mHE v prostor. Predstavil sem uporabljene programe ter izdelal idejno zasnovo mHE Kokra. V idejni zasnovi sem opisal objekte, ki sestavljajo mHE Kokra, ter nekatere izmed njih dimenzioniral. S programom Epanet 2.0 sem vzpostavil enostaven hidravlični model za preveritev izgub, ki nastanejo v cevovodu. S programom Smart Mini-Idro sem izvedel finančno analizo investicije. Večkriterijsko analizo za mHE Kokra sem izvedel s programskim orodjem Sesamo. Analiziral sem umestitev različnih variant idejne zasnove mHE Kokra v prostor. Glavna kriterija sta okoljski cilji in proizvodnja električne energije. Njima podrejenim indikatorjem sem določil vzročne faktorje in povezave ter relativno pomembnost. Z večkriterijsko analizo za mHE sem ugotovil, da je poseg v prostor, upravičen tako iz okoljskega kot energetskega vidika. S tem sem utemeljil pobudo za spremembo Občinskega prostorskega načrta in realizacijo nameravanega posega v prostor. |
