Comparative analysis of controlling urbanization in Slovenia and Sweden |

In the diploma thesis, the legal and institutional framework for monitoring urban growth is
analyzed, where urbanization is examined primarily from a spatial perspective. Controlling
the expansion of urban areas can be implemented in different ways: through planning acts,
various regulations and permits, inspections, active local land policy, such as the purchase or
exchange of land, land banks, design of local infrastructure, supervision and regulation of
land (parcel) structure etc. The thesis briefly introduces the analyzed countries Slovenia and
Sweden, and the characteristics of their spatial planning systems. Furthermore, the system of
directing and regulating land development in Slovenia and Sweden through spatial plans is
presented where the municipal level is emphasized. For the comparison of the procedure of
controlling urbanization between Slovenia and Sweden the approaches and institutional
provisions for implementation of the building land plot subdivision are given. As an example
of duration and complexity of the procedures in this field the process of acquiring the building
permit according to the data of the World Bank is shortly presented. In the conclusion, the
results of comparative analysis are presented, where advantages and disadvantages of the
solutions in the analyzed countries are given, with the emphasis on the efficiency and
transparency of the discussed procedures. The thesis is the result of several months’ research
work at the Royal Institute of Technology (KTH) in Stockholm, Sweden, and at the Faculty of
Civil and Geodetic Engineering, University of Ljubljana. |

V diplomski nalogi analiziramo zakonski oziroma institucionalni okvir nadzora urbanizacije,
kjer urbanizacijo obravnavamo predvsem s prostorskega vidika. Nadzor nad prostorsko
širitvijo urbanih obmocij, pozidave, lahko poteka na več načinov: preko prostorskih aktov,
razlicnih predpisov ter dovoljenj, inšpekcijskih pregledov, aktivne zemljiške politike lokalnih
skupnosti, kot so nakup ali menjava zemljišč, sklad zemljišč, z zasnovo lokalne infrastrukture,
z nadzorom in urejanjem parcelne strukture zemljišč in podobno. V nalogi sta na kratko
predstavljeni obravnavani državi, Slovenija in Švedska, ter značilnosti sistema prostorskega
planiranja v teh dveh državah. V nadaljevanju je prikazan sistem usmerjanja in urejevanja
prostorskega razvoja oziroma pozidave zemljišč v Sloveniji ter na Švedskem preko
prostorskih aktov, kjer smo se osredotočili na občinsko raven. Za primerjavo postopkov
nadzora urbanizacije med Slovenijo in Švedsko smo podrobneje opisali pristope in
institucionalna določila pri izvajanju parcelacije stavbnih zemljišč. Kot primer dolgotrajnosti
ter zahtevnosti postopkov s tega področja je kratko povzet še primer pridobitve gradbenega
dovoljenja po podatkih Svetovne banke. V sklepnem delu so predstavljeni rezultati
primerjalne analize, kjer so izpostavljene dobre in slabe rešitve v izbranih državah, s
poudarkom na učinkovitosti in transparentnosti obravnavanih postopkov. Naloga je rezultat
večmesečnega raziskovalnega dela na Kraljevi tehniški univerzi KTH Stockholm, Švedska, in
na Fakulteti za gradbeništvo in geodezijo Univerze v Ljubljani. |
