The diploma thesis combines ecological, technical and economic requirements from European
and national legislation for designing small hydropower plants.
The first part shows the theoretical basis in the field of power production from SHP (small
hydropower plants). This basis contains environmental goals, the goals about increasing the
use of renewable energy sources, descriptions of the procedures for obtaining documentation
for the design and construction of SHP and the conditions about their construction and
operation. Special emphasis in this part is devoted to the requirements for calculating the
value of the EAF (Ecologically acceptable flow).
The second part describes SHP from a technical point of view. SHP facilities and their role in
the operation of the SHP sistem are defined. This part also describes the conditions of
choosing the appropriate mechanical and electrical equipment for SHP and solutions to
provide EAF.
The third, economic part of diploma thesis provides economic and financial requirements for
planning a SHP. This part defines the costs of special water use, the estimated investment
value of such a project and the guaranteed purchase prices of electricity (for the year 2009).
The last, practical part presents two SHP from the northern part of Primorska region: SHP
Plužna, operating since 1931 on the watercourse named Gljun and SHP Kneža, still in the
process of acquiring documentation for construction, on the watercourse named Kneža. This
part describes the natural features of the two brooks, defines the technical characteristics of
the two SHP, and shows the results of economic and financial analysis. This part also shows
the comparison of those analyses with different values of EAF. EAF values are once
calculated regarding the regulation for determining the EAF (Degree on ecologically
acceptable flow determination) and once taken from the study, ordered by the investor.
Economic and financial analyses were done by Smart Mini-Idro, a program in Microsoft
Excel. |

Diplomsko delo združuje ekološke, tehnične in ekonomske zahteve evropske in nacionalne
zakonodaje s področja projektiranja malih hidroelektrarn.
V prvem delu diplomske naloge so prikazane teoretične osnove s področja proizvajanja
hidroenergije iz mHE (malih hidroelektrarn). V teh so pojasnjena določila glede okoljskih
ciljev, ciljev rabe obnovljivih virov energije, opisani so postopki pridobivanja dokumentacije
za postavitev mHE v prostor ter pogoji gradnje in obratovanja mHE. Poseben poudarek je v
tem delu namenjen določilom za izračun vrednosti Qes (ekološko sprejemljivega pretoka).
V drugem delu diplomske naloge so obravnavane mHE s tehničnega vidika. Opredeljeni so
hidrotehnični objekti in njihova vloga pri obratovanju mHE. Opisani so pogoji izbire strojne
in električne opreme za mHE ter rešitve glede zagotavljanja Qes.
V tretjem, ekonomskem delu diplomske naloge so podane ekonomske in finančne zahteve
načrtovanja mHE. Opredeljeni so stroški posebne rabe vode, podana je ocena investicijske
vrednosti takšnega projekta ter višine zagotovljenih odkupnih cen električne energije (za leto
2009).
Zadnji, praktični del diplomske naloge predstavlja dve mHE severne Primorske: mHE Plužna,
ki obratuje od leta 1931 na vodotoku Gljun in mHE Kneža, ki je še v fazi pridobivanja
dokumentacije za izgradnjo, na vodotoku Kneža. Opisane so značilnosti obeh vodotokov,
opredeljene so tehnične karakteristike mHE, podani so rezultati ekonomsko-finančne analize
in primerjava teh glede na različne vrednosti Qes. Vrednosti Qes so na eni strani poračunane
na podlagi določil iz Uredbe o kriterijih za določitev ter načinu spremljanja in poročanja
ekološko sprejemljivega pretoka, na drugi strani pa so te vrednosti izvzete iz študije, naročene
s strani investitorja. Ekonomsko-finančna analiza je bila v obeh primerih mHE izvedena s
pomočjo programa Smart Mini-Idro, napisanega v Microsoft Excel-u. |
