Povzetek

Diplomsko delo obravnava pravilo desnega zavoja pri rdeči (v nadaljevanju ZDPR) in se ukvarja s postopki izboljšave prometnega stanja v križiščih. V prvem delu opisuje zgodovino in uporabo pravila po svetu, nato se osredotoči na raziskave nesreč, konfliktnih situacij, koristi in slabosti ZDPR in zaključi z izračuni primerov s pomočjo programa Synchro 7 ter s predlogom pravila za slovenski prostor. Pravilo ZDPR nam omogoča, da lahko kljub rdeči luči v križišču zavijamo desno, ob pogoju, da s tem ne oviramo oziroma ogrožamo vozil, pešcev in kolesarjev, ki se gibljejo v skladu z zeleno lučjo na semaforju. S pomočjo pravila bi v ustreznih križiščih zmanjšali nestrpnost med vozniki, ki čakajo pri rdeči v praznem križišču, izboljšali prepustnost, zmanjšali zamude, porabo goriva in onesnaževanje okolja. Razlog, da ni gibanj, ki bi se zavzemala za ukinitev, najbrž tiči v ameriških raziskavah, ki ugotavljajo, da pravilo opazno ne vpliva na varnost v križiščih. Poleg ZDA uporabljajo pravilo v državah, kot so Kanada, Nemčija, Poljska in Kitajska (od države do države se razlikuje, a ideja ostaja enaka). Uporabnik se mora pred zavojem popolnoma ustaviti, prižgati desni smernik, opazovati križišče in iskati vrzel za izvedbo zavoja, dati prednost pešcem, kolesarjem in vozilom z zeleno lučjo, nato izvesti zavoj in se ob tem zavedati, da je ZDPR privilegij in ne obveza. Diplomsko delo bralcu ponuja marsikateri odgovor na dvome in vprašanja glede pravila ZDPR.

Sekundarni povzetek: The subject of this thesis is introducing the principle of law permitting right turn on red (in further RTOR) and seeking procedures for better level of service in traffic intersections. In the first part, the work talks about history and usage of the RTOR around the world. Afterwards it focuses on research data from and about traffic accidents, benefits and disadvantages, and dangerous situations occurred because of the RTOR. Thesis concludes with principles of RTOR adjusted for Slovenia including realistic calculations in Synchro 7 (computer software). RTOR permits a vehicle to turn right at a traffic light showing red signal, but only when the way is clear - meaning no pedestrians, bicycles or vehicles are put in danger when they are crossing the intersection on their own green light signal. With RTOR rule implemented, we could improve level of service on less busy intersections, reduce delays and fuel consumption. Researches conducted in USA show and explain that there is no significant increase in accident ratio because of the RTOR, which probably explains why there are no movements against the rule in the United States. Beside USA RTOR is also in use in Canada, Germany, Poland and China (adjusted for specific country). On “Right turn on red”, vehicle operator first has to make a complete stop, afterwards he/she has to turn on the right signal and yield pedestrians and others using the road on their own green light. Vehicle can make a right turn on red if the way is clear. It is important for a driver to know, that turning right on a red light is a privilege and not an obligation. Presented thesis research work gives reader many answers surrounding the doubts and principles of the RTOR rule.
