Povzetek
V diplomski nalogi smo v teoretičnem delu želeli predstaviti zgodovino uporabe (službenih) psov, tako v svetu, kot pri nas. Predstavili smo delovanje in organiziranost službenih psov policije v Republiki Sloveniji, na regijski in državni ravni, ter Oddelek za šolanje službenih psov, ki je zelo ključnega pomena za razvoj in obstoj službenih psov policije. Predstavili smo pravno podlago za uporabo in delovanje službenega psa policije, opredelili prisilno sredstvo in uporabo službenega psa policije kot prisilno sredstvo. Opisali smo nakup in šolanje službenih psov policije, ki poteka na Oddelku za šolanju službenih psov. Prav tako smo predstavili obleko markerjev, ki jo inštruktorji uporabljajo vsakodnevno, pri izvajanju različnih vaj, ter zaščitno obleko psov.
V praktičnem delu diplomske naloge smo se osredotočili na ugrize službenih psov slovenske policije in ugrize psov na Oddelku za šolanje službenih psov, ki so se zgodili med letom 2008 in 2012. Z analizo omenjenih podatkov smo želeli izvedeti koliko je teh ugrizov, v kakšnem odstotku so ugrizi povzročeni kor rezultat uporabe prisilnega sredstva (policijskega psa) in v kakšni meri so te ugrizi povzročeni policistom (torej vodnikom službenih psov, inštruktorjem, etc.). Zanimali so nas razlogi, zakaj prihaja do teh ugrizov in v kakšnih okoliščinah se te ugrizi zgodijo (oskrba, igra, sprehod, vaja, etc.). Prav tako nas je zanimalo kako na te ugrize gledajo policisti, ki te pse vsakodnevno šolajo, hranijo, sprehajajo in so z njimi na terenu, ter vpliv teh ugrizov na samo nadaljnje šolanje in delo s psom. V praktičnem delu smo analizirali zapisnike o ugrizih iz Oddelka za šolanje psov, opravili smo intervjuje z inštruktorji, ki so bili v preteklosti pri delu z službenimi psi napadeni in težje poškodovani, ter podatke o ugrizih na posameznih policijskih postajah, ki so mi jih posredovali z Ministrstva za notranje zadeve.

The theoretical part of this graduation paper illustrates the use of police dogs around the world and especially in Slovenia. I describe what are the primary functions of "K9" forces and how they are organized in the Republic of Slovenia, at the regional and national level. Another very important matter that I researched is the department for training of service dogs, which is essential for the development and existence of "K9" forces. I present the legal basis for the use and operation of police dogs; I also define restraint and the use of service dogs as police restraint. I explain about the purchase and training of police dogs conducted at the Department of education service dogs. I also present trainers bite suit, that is daily used by the instructors when conducting different exercises and dogs protective vests.
In the practical part of my thesis I focused on service dog bites, those that are already in use by the police and those that are still in training. I analyzed data for the period from 2008 to 2012. The objectives of the analysis were to find out how many bites were there, in what percentage were bites the result of a service dog being used as a police restraint and how many times did the dog bite his owner/trainer. I further explored the causes and situations in which these bites happened (nursing, playing, walking, doing exercises, etc…) and how they affected the dogs future and his relationship with his handler. To summarize things up I conducted interviews with instructors, who have been seriously injured by their dogs in the past, I analyzed the bite records from the Department for training dogs and bite reports from individual police stations, which were provided for me by the Ministry of the Interior. |
