Povzetek

Upati, da bo enakopravnost med spoloma kdaj v celoti zagotovljena, je najverjetneje utopično. Skozi analizo zadnjih treh desetletij, odkar se je pri nas začela pogosteje odpirati problematika nasilja v družini, pa je bilo na tem področju storjenih ogromno premikov v pozitivne smeri. Na podlagi feminističnih gibanj so se razvile močne in zelo učinkovite nevladne organizacije, katerih pomembnost se najbolj pokaže v psihosocialni pomoči žrtvam, spremstvu žrtve na različne institucije in pomoči pri nastanitvi žrtve v varno in zaupanja vredno okolje. Nevladne organizacije za zaščito in pomoč žrtvam izvajajo ogromno aktivnosti, dejavnosti in različnih projektov. Posebej aktivne so v času okoli 25. novembra, ki predstavlja mednarodni dan za odpravo nasilja nad ženskami. Priporočljivo in hkrati nujno je sodelovanje nevladnih organizacij z varnimi hišami, kriznimi centri ter vladnimi organizacijami, kot so policija in centri za socialno delo. Dva pomembna koraka zakonske ureditve nasilja v družini predstavljata sprejetje novega Kazenskega zakonika (KZ-1) iz leta 2008 in ratifikacija Istanbulske konvencije, katero je Slovenija slavila leta 2014. Kazenski zakonik je statistiko prijavljenih kaznivih dejanj nasilja v družini v letu 2009 dvignil za dobrih 1000 %, od takrat naprej pa število vsako leto nekoliko upade. Od približno 1500 kaznivih dejanj nasilja v družini jih najmanj 95 % povzročijo moški. Še vedno ostaja problem prikritega partnerskega nasilja, saj žrtve zaradi različnih razlogov partnerjevih prepovedanih dejanj ne prijavijo. Posledično se velika večina tovrstnih kaznivih dejanj izvaja daljše časovno obdobje, preden so zaznana in prijavljena pristojnim institucijam.

Sekundarni povzetek: To hope that gender equality will ever be entirely ensured is most likely utopic and. However, through the analysis of the last three decades, ever since the issue of domestic violence started occurring, significant moves have been taken in this area in a positive direction. Based on the feminist movements powerful and very effective non-governmental organizations have developed, of which the importance is most evident in psychosocial support to victims, accompanying victims to various institutions as well as in housing the victims in a safe and trustworthy environment. Non-governmental organisations for protection of and support for victims are carrying out a number of activities and various projects. They are particularly active around November 25, which is the International Day for the Elimination of Violence against Women. The cooperation between non-governmental organisations and safe houses, crisis centres and governmental organisations, such as police and social services centres, is recommended and even necessary. Two important steps in the regulation of domestic violence constitute are the adoption of the new Criminal Code (KZ-1) in 2008 and the ratification of the Istanbul Convention, which Slovenia celebrated in 2014.The statistics on reported crimes of domestic violence in 2009 increased by more than 1,000 % due to the Criminal Code, and since then the number drops slightly each year. Of the approximately 1,500 crimes of domestic violence, at least 95 % are caused by male perpetrators. The issue of hidden intimate partner violence still remains, since the victims do not report their partners’ prohibited actions due to various reasons. Consequently, the majority of such crimes is being carried out over a longer period of time, before they are detected and reported to the competent institutions.
